"By and large, they take their own policy and financial decisions;

and public funds are made available only whore we believe assistance to

be desirable."

The Financial Secretary warned that a deficiency grant basis of

subvention might not be suitable for welfare agencies. This was partly

because it would involve a degree of control that the Social Welfare Department

was not at present staffed to exercise, partly because such controls would

be costly, and partly because the diversity of social welfare services in

the voluntary sector did not readily lend itself to controls.
