Mr. Wang also urged that a Council for Physical Recreation be
formed immediately.
He envisaged such a Council to be not just an addition to the
organisation already in existence, but rather an essential means of enlarging
the scope of activities in a field which had surely to be regarded as
tremendously important for Hong Kong's young people.
As regards public assistance, Mr. Wang urged that the welfare
of the aged should take first priority. Aged people in need should be
granted better public assistance than the others, and not merely on a
subsistence level.
