RESOLUTION PASSED BY THE BOARD OF EDUCATION, JULY 18, 1905.
TUITION OF SANITATION IN ELEMENTARY SCHOOLS.
Resolved that the Government give a grant of £20 to each of the Higher Educational Institutions for distribution as an honorarium to the teacher or teachers who give instruction in such institutions in sanitation: provided that the grant shall only be awarded to the institutions if the scholars pass an examination in sanitation regarded as satisfactory by the examiners, and secondly, that the number of examinees sent in by the institution is, in the opinion of the examiners, sufficiently large, having regard to the standard classes in the secondary schools and
of the examinees, and the following prizes be awarded:- £5 for a first prize.

The Palace, Valletta, September 8, 1906. WITH reference to your predecessor's circular despatch of the 26th August, 1905,* on the subject of the teaching of the rudiments of hygiene in the schools of tropical Colonies, I have the honour to inform Your Lordship that a course of lectures for the instruction of school teachers has been prepared on the lines indicated in paragraph 3 of Sir C. M. Clarke's despatch, No. 216, of the 8th December, 1903,† and will be started during the coming winter.
2. It is hoped that the text-book referred to in paragraph 4 of the Governor's despatch above quoted will be completed in about three months' time. Copies of this book will be forwarded to Your Lordship as soon as it is published.
3. A note has been made of Mr. Lyttelton's instructions that a brief report is to be furnished at the beginning of each year showing what progress has been made with the teaching of hygiene in the Colony.

I HAVE the honour to acknowledge the receipt of Mr. Secretary Lyttelton's circular despatch of the 26th August, 1905,* on the subject of teaching the rudi- ments of hygiene in the schools of the tropical Colonies and Protectorates.
2. It has not been found possible to introduce any teaching of the kind in this Protectorate, and education is in so backward a condition, there being only three small schools on the coast in which the reading and writing of Arabic are taught,

with the Koran as a text-book, that I do not see any prospect of making a beginning in this direction for a good many years to come.

ACTING GOVERNOR GRIFFITH to THE EARL OF ELGIN. (Received September 24, 1906.)
(No. 150.) MY LORD,
Government House, Bathurst, Gambia, September 5, 1906. I HAVE the honour to acknowledge the receipt of Your Lordship's despatch, General, of the 4th of August last,* in which my attention is drawn to the fact that no reply has been received from this Colony to Mr. Lyttelton's Circular despatch of the 28th of August, 1905,† on the subject of teaching the rudiments of hygiene in the local schools.
2. In reply, I have the honour to inform Your Lordship that on the receipt of the despatch in question the matter was referred to a Committee consisting of the Inspector of Schools and the Managers of the Anglican, Roman Catholic, and Wesleyan Schools. The Committee was asked to draw up such a course of instruc- tion in hygiene as it might consider best suited to the conditions of this Colony The services of the Acting Senior Medical Officer, Dr. Baldwin, and Medical Officer Franklin, were also placed at the disposal of the Committee.
3. I attach a copy of the report, from which it will be seen that the Committee expressed the opinion that, having regard to the statement-embodied in the report -made by Dr. Baldwin, no useful purpose would be attained by giving hygiene lectures at the schools. On a further reference to the Committee, that body prepared a few simple rules which it considered would best meet the desired object. The Managers of the schools readily promised to have these rules, copies of which I enclose, hung up in the schools and regularly explained to the children. A supply of the leaflets was also distributed to the more intelligent natives in the town.
4. The schools have recently had their holidays, so that the Inspector, since bis return from leave, has been unable to examine them and see how far the children have had the rules explained to them, but I have requested him to do so at an early date and furnish me with a report on the matter.
5. I am afraid it may be thought that little has been done towards carrying out Mr. Lyttelton's suggestions, but looking to the very low standard of education which prevails in the Colony, and to the material which has to be used under the head of "Teachers," I am inclined to think that if these simple rules have been mastered by the children a great deal will have been accomplished. I see no reason, however, why it should not be possible to prepare a simple primer for the use of the teachers. With this object in view I have caused application to be made to several of the Governments mentioned in Mr. Lyttelton's despatch, for copies of the pamphlets which they have issued from time to time on the subject.
