MEDICAL BOARD to ADMINISTRATOR.
At a meeting of the Medical Board, held on 3rd February, 1906, the members present were of opinion that, if it were possible to do as we understand was done some years ago when a start was made in teaching agriculture in the primary schools, namely, to get all the teachers into Castries for 2-3 weeks during the vaca tion, a series of lectures illustrated by lantern slides could be given. This course would be open to the general public and persons of position invited to attend. At the end of the course an examination of the teachers would be held and certificates granted and from that date hygiene in the primary schools should become a com- pulsory subject.
These lectures should at first be of an elementary type and, as far as possible, practical.

HIGH COMMISSIONER SIR F. LUGARD to THE EARL OF ELGIN.
(Received May 25, 1906.)
(No. 219.)
MY LORD,
Government House, Zungeru, April 25, 1906.
I HAVE the honour to report, in continuation of my despatch, No. 473, of the 29th of September, 1904,* that courses of lectures on elementary hygiene and sanita- tion were commenced in December last at Zungeru and Lokoja. The attendance at Lokoja has averaged about six, of whom two have shown a very intelligent interest. At Zungeru the classes have maintained an average attendance of thirty, which says much for the popularity of these lectures. I propose at the end of the course that an examination shall be held and certificates granted to those who satisfy the examiners. The prospect of earning a certificate is a great incentive to the educated native.
I have, &c.,
F. D. LUGARD,
High Commissioner.

SIB,
Dr. HUGHES to Dr. MACPHAIL.
Dennery Hospital, January 31, 1906. I HAVE the honour to acknowledge receipt of your circular letter of the 26th instant and, in reply, to state:—
(1) As the majority of the residents in my district cannot understand English, it will be necessary to lecture to them in "Patois." This I am not prepared to do, as I am not sufficiently conversant with the dialect.
(2) There are six schools in this district. These are so far apart that it will be practically impossible to get all the teachers together. This will necessitate my having to visit each school to lecture to the two or three teachers.
I am certainly not willing to do this, for, apart from other reasons, I shall not have sufficient time at my disposal.
Dr. Digby Macphail,
Castries.
