WITH reference to your letter of the 7th instant, I am directed by Mr. Secre- tary Lyttelton to transmit to you, for the information of the Army Council, copy of a lettert from the Admiralty concerning the proposal to grant £10 a month to Dr. C. Scicluna for performing the duties of Dr. T. Zammit while the latter is employed on the work of the Mediterranean Fever Commission, together with a copy of a despatcht on the subject which has been addressed to the Officer Administering the Government of Malta.

2. I am further to enclose a claim for £47 5s. 8d. from Major and Brevet-Colonel D. Bruce, F.R.S.,§ for travelling expenses between London and Malta, and to enquire whether it is correct. If so, a claim for one-third of the amount will be presented to the War Office in due course, in accordance with the general arrangement for the payment of the expenses of the Commission.

The Palace, Valletta, July 6, 1905. I HAVE the honour to acknowledge the receipt of your confidential despatch of the 12th May, forwarding a copy of a letter from the Royal Society in which it is suggested, with reference to Dr. Johnstone's report in connection with the proceedings of the Mediterranean Fever Commission, that an English Medical Officer of Health and a staff of six trained sanitary inspectors should be sent to Malta for the purpose of re-organizing the present system of notifying disease.

2. This Government is fully alive to the necessity of a reform in the direction indicated by the Royal Society, and I may mention that an Ordinance will be brought before the Council of Government, as early as possible next session, in which the existing law with regard to the notification of disease will be amended, as it has already been found necessary to do in England, by providing that a fee shall be paid to medical practitioners for every case of disease reported by them.

3. I also desire to point out that the scheme for improving the sanitary service, which was approved in your despatch, No. 15, of the 11th February, 1904, T is being gradually put into operation; that three sanitary inspectors who were sent to Liverpool, under the scheme, to undergo a course of training in hygiene at University College, have returned to Malta, after obtaining the prescribed certi- ficates, and have already taken up their duties in the Public Health Department, and that the additional Medical Officer of Health, who was sent to England to qualify for the Diploma of Public Health, is expected to return to Malta shortly, when it will be one of his duties to deliver lectures in hygiene for the benefit of the sanitary inspectors.

4. One of the principal difficulties in the way of carrying out the proposal of the Royal Society lies in the fact that a large section of the Maltese population does not understand English; but before submitting any further observations on the question, I should deem it a favour if I could be informed how long the English

I HAVE the honour to bring to your notice that a sum of £2 49. 5d. has been twice accounted for in the statements of expenditure incurred by the Mediterranean Fever Commission forwarded in my despatches of the 3rd of August and the 11th of November last.

2. Owing to no vouchers in support of the expenditure being included in the accounts for the June quarter, the amount was queried by the Auditor-General, and was actually paid in July and again included in the account for the September quarter of that year.

3. Both the Army and Navy have, therefore, been twice debited with 14s. 9d. (one-third of £2 4s. 5d), and I have to request that the Crown Agents for the Colonies may be authorized to refund this sum to those authorities.
