WITH reference to my telegram of the 27 [? 26th instant, as to the steam- ship "Ikhona," which was sunk by the Russian cruiser "Terek," Í have the honour to transmit, for your information, a copy of a letter from the local agents of the British India Steam Navigation Company, giving particulars as to the cargo of the vessel.

2. The master of the " Ikhona states that about twenty to thirty bags of rice were taken by the cruiser from the "Ikhona's cargo for the purpose of providing the native crew of the "Iklona" with food while on board the "Terek."

I AM directed by the Marquess of Lansdowne to acknowledge the receipt of letter of the 14th instant, forwarding a copy of a despatch from the Governor of the Straits Settlements, in which his Excellency encloses copies of letters and statements as regards the circumstances attending the sinking of the steam-ship "St. Kilda."

With respect to the letter from the Commander of the "Dnieper" to the master of the "Flores," relative to the seventy-eight mail bags and case taken from the "St. Kilda (Enclosure 5 in your letter), I am to suggest, for Mr. Secretary Lyttelton's consideration, that the Governor of Hong Kong should be requested by telegraph to furnish a report as to the contents of the mails in question, and especially whether they included any official correspondence intended for the Japanese Government.

We would mention that the steamer's manifest was either lost or taken by the Russians, and the particulars annexed have been made up from some records in possession of the ship's clerk, which may not be quite accurate.

I HAVE the honour to inform you that I received yesterday by the steam-ship "Sui Sang" seventy-eight bags of mails and one box from Singapore, which had been landed there by the steam-ship "Flores," which received them from the Russian cruiser "Dnieper." These mails had been placed on board the steam-ship "St. Kilda," which sailed for Kobe on the morning of the 4th June, and were made up as shown on the attached list.

Seventy-three bags and the box had all been opened and were resealed by the Russians. One registered letter from Singapore for the Japanese Foreign Office, Tôkið, appears to have been abstracted.

The mails for Japan from Europe are always landed here from P. and O. steamers to be forwarded by the first suitable opportunity, and there was no other steamer notified for Japanese ports between the "St. Kilda " and the “Tjipanas" viâ Shanghae on the 5th instant.

The mails were dispatched again to Japan by the "Empress of India" to-day.

HEREWITH I forward to you seventy-eight (78) bags and one (1) case of mail, to

be landed at the first port on your way you will call at.

This mail was taken on board of the cruiser "Dnieper," I.R.N., from the steam-ship "St. Kilda" of Liverpool, the master of which received the above-mentioned mail without any accompanying documents in Hong Kong, to be landed at ports of Japan. Seventy-three (73) bags and one (1) case of this mail were officially inspected on board of the cruiser, and resealed with the I.R. Seal of the cruiser.
