British steamship "St. Kilda " which sailed from Hong Kong at 9 A.M. on that morning with general cargo for Kobe and Yokohama, including rice consigned to private firms at those places, was captured by the " Dnieper" about 4 P.M. in the afternoon and sunk on the following morning.

2. I have now the honour to transmit, in case it should be required in connection with any action His Majesty's Government should see fit to take in the matter, a copy of the manifest of the "St. Kilda as declared before a notary public.

Russian cruiser "Dnieper,"

off Diamond Point, Sumatra, Sunday afternoon, June 11, 1905.

PLEASE spread the news as best you can, locally or otherwise, that the Liverpool steamer "St. Kilda was captured by the above cruiser last Sunday, 60 miles off Hong Kong, and was sunk.

All the officers and engineers, cook, steward, boatswain, and mess-room steward have requested to be taken as near home as the cruiser can take them, and are likely to be taken to the Baltic.

July 20, 1905. I AM directed by the Marquess of Lansdowne to acknowledge the receipt of letter of the 12th instant (23121:1905), inclosing a report from the Governor of Hong Kong, respecting the movements of vessels suspected of having been in attendance upon belligerent fleets.

With regard to the case of the steam-ship "Syfang," which has apparently acted in contravention of the undertaking given by her master that she would not attend on any belligerent as a collier, I am to state, for Mr. Secretary Lyttelton's information, that his Lordship is in communication on this matter with the Commissioners of His Majesty's Customs who have been requested to furnish his Lordship with any information which can be obtained as to the future movements of the vessel.

As regards the question of instituting proceedings under The Foreign Enlistment Act against the Agents of the "Poschan," to which Sir M. Nathan refers in paragraph 10 (2) of his despatch, I am to state that Lord Lansdowne is of opinion that the matter may be left to the discretion of the Governor, in consultation with the Attorney-General of Hong Kong.

I am at the same time to express his Lordship's appreciation of the very able, prompt, and lucid manner in which Sir M. Nathan has dealt with the various cases which have arisen in connection with this subject.

I have the honour to acquaint you that the entry in the official log of that vessel is as follows:--

"27th June, 1905. The steam-ship 'Aparima was stopped at 2-15 P.M. by the Russian Imperial cruiser 'Terek,' in latitude 2° 22′ south, Tongitude 109° 21′ east. After the ship's papers had been examined the steamer proceeded at 3 P.M."
