Foreign Office, February 13, 1905. I AM directed by the Marquess of Lansdowne to acknowledge the receipt of your letter of the 7th instant relative to the treatment of Volunteer cruisers accompanying the Russian fleet, and to state that his Lordship concurs in the terms of the draft clespatch which Mr. Secretary Lyttelton proposes to address to the Governor of Mauritius in the matter.
As these vessels of the Russian Volunteer fleet are now, it, is understood, armed cruisers, they clearly form an integral part of the Russian fleet.

I am to state that his Lordship concurs in the terms of the draft Circulart which Mr. Secretary Lyttelton proposes to forward to all Colonies on the lines of route to the East, enclosing extracts from the letter of this Department of the 2nd instant with regard to the treatment of such vessels.

Foreign Office, February 13, 1905. I AM directed by the Marquess of Lansdowne to acknowledge the receipt of your letter of the 8th instant,† with respect to the treatment in South African ports of the German vessel "Dacia," which has been engaged in supplying coal to a Russian man-of-war.
I am,
in reply, to state, for Mr. Secretary Lyttelton's information that, in his Lordship's opinion, it would be advisable to await a request from the Governor of the Cape of Good Hope for instructions in the matter.
It may well be that the Governor will be able to deal with the case in accordance with his judgment, but should this not be the case he will be able, when applying for instructions, to furnish all particulars connected with the application made to him.

WITH reference to your telegram of the 9th December last and your Secret despatch of the 3rd ultimo, on the subject of the instructions relating to the treatment of colliers attending upon the Russian Baltic fleet, I have the honour to transmit, for your information, a copy of correspondence with the Foreign Office,|| from which you will observe that instructions have been given to His Majesty's Consul at Port Saïd to keep the Governors of Ceylon and Natal informed by telegraph of any vessels, suspected of being engaged in this service, which clear from Port Said with cargoes of coal for either Ceylon or Natal.

by telegraph, information so received in any cases where he considers it advisable, and I have to request that you will also forward such information, where in your opinion it appears advisable, to the Governors of Hong Kong and Labuan.

I am to state, for Mr. Secretary Lyttelton's information, that his Lordship has com- municated a copy of your letter to the Lords Commissioners of the Admiralty, and proposes to await further information before considering whether any action in the matter is necessary.
I am to request that a copy of any reply received from the North Borneo Company to the letter addressed to them by the Colonial Office on the 6th instants may be communicated to this Department.

I HAVE the honour to acknowledge the receipt of your despatch, marked "Secret," of the 9th ultimo,¶ with regard to the instructions relating to the supply of coal to colliers in attendance upon the Russian Baltic fleet, and to transmit, for your information, a copy of correspondence with the Foreign Office arising out of your despatch.
I enclose also a copy of a lettertt which was addressed to the Foreign Office in connection with a question raised by the Governor of the Straits Settlements as to the desirability of his being furnished with the names of any colliers believed to be engaged in this service, and a copy of the Foreign Office reply,‡‡ from which you will observe that His Majesty's Consul at Port Saïd has been instructed to send such information, when necessary by telegraph, direct to you. I have to request that in cases where you consider it advisable, you will communicate the information, if necessary by telegraph, to the Governor of the Straits Settlements.
