Foreign Office, February 3, 1905. WHEN I wrote to Cox* about the "Espérance" I had not seen the further telegram of 30th January† from Sir H. McCallum. I do not think the information he gives in it alters the question from our point of view, though it contains additional evidence of the "Espérance" having been in attendance on the Russian fleet, and therefore an additional argument in favour of giving that vessel no coal or supplies, except to enable her to go home or away from the Russian fleet, By all means let the question stand over until Cox's return.

P.S.-It is well to remember that His Majesty's Government decided that even such arch-offenders as the "Petersburg" and "Smolensk" were to be given coal to enable them to return to the Baltic.

Downing Street, February 4, 1905. WITH reference to your letter of the 25th November last, I am directed by Mr. Secretary Lyttelton to transmit to you, to be laid before the Marquess of Lansdowne, a copy of a despatch§ from the Governor of Ceylon respecting the supply of bunker coal to colliers under suspicion of being in attendance upon the Russian fleet.
I am to request that the attention of his Lordship may be drawn to the concluding paragraph of the memorandum by the Principal Collector of Customs enclosed in Sir H. Blake's despatch, with a view to any necessary communication being made to His Majesty's Commissioners of Customs.
