I HAVE the honour to transmit to you, with reference to your despatch, No. 19, of the 5th of March, § the accompanying copy of a despatch† which I have addressed to the Governor of South Australia on the subject of the scheme for the investigation
of tropical disease, &c., referred to in Mr. Chamberlain's circular despatch of the 28th of May, 1903, and to suggest that you may think well to bring the matter again to the notice of your Ministers for their consideration.
2. I desire to take this opportunity of expressing my appreciation of the friendly offer of assistance conveyed in the last sentence of your despatch, and I have no doubt that the Advisory Board will gladly avail themselves of it, should they have occasion to do so.

I HAVE the honour to acknowledge the receipt of your confidential despatch of the 27th of July || and to inform you that the Army Council concur in the proposal to pay an additional allowance of 15s. a day to Major W. H. Horrocks, R.A.M.C., from the Mediterranean Fever Commission Fund, so long as that officer is employed in Malta as a member of the Commission.
2. I have, therefore, to request that you will cause payment of the allowance
to be made to Major Horrocks from Malta funds in the first instance, and to in- clude the amounts issued in the quarterly statements of expenses incurred in the Colony in connexion with the Inquiry.
