With reference to Government Notification, No. 835, of the 2nd instant, it is further notified under Section 2 of the Sugar Convention Ordinance, 1904, that Brazil has also been notified by the Permanent Commission established under Article VII. of the Brussels Sugar Convention, 1902, to be a country which grants bounties on the production or export of sugar.

WITH reference to the second paragraph of the letter from this office of the 12th of September, †I am directed by Mr. Secretary Lyttelton to transmit to you the accompanying copy of a despatch from the Governor of Hong Kong enclosing copies of Government notifications prohibiting the importation of sugar from Russia, Denmark, the Argentine Republic, and Brazil, and of a further Government Notice cancelling the prohibition of the importation of Brazilian sugar.
2. The Governor explains in his despatch how it was that these notifications were issued in the first instance without regard to whether any sugar was received from the countries in question or not, and it would appear that he has not thought it necessary to withdraw the three first-named, although, at any rate in the case of Denmark and the Argentine Republic, there has probably never been any importa- tion.
3. Under the circumstances you may, perhaps, think it unnecessary to com- municate these notifications to the Permanent Sugar Commission unless any question should be raised on the subject.

I HAVE the honour to acknowledge the receipt of your despatch, No. 261, of the 26th of October, forwarding copies of the Government Notifications issue:{ under Section 2 of the Sugar Convention Ordinance, 1904, and of a further Govern- ment Notification cancelling the one relating to Brazil.

I take this opportunity of informing you, with reference to previous corre- spondence on the subject of the importation of sugar from the Philippine Islands that at the recent Session of the Permanent Sugar Commission it was decided to cancel the decision fixing certain countervailing duties to be levied upon Philippine
