Governor, Hong Kong, calling his attention to errors in the statement handed to the United States Secretary for War.

Concurs in terms of draft despatch sub- mittel in No. 67 ; a copy will be sont to His Majesty's Ambassador at Wasli. ington.

Points out two inaccuracies in the note enclosed in No. 61; states that His Majesty's Government have intimated to the contracting Powers, and are prepared to uphold the view, that it must be shown that a bounty bas actually arisen from an excessivo surtax before the imposition of a countervailing duty.

Transmita Government Notifications issued under the Sugar Convention Ordinance No. 14 of 1904, and reports action taken in the matter,

Acknowledges receipt of No. 70, and states that it has been decided to cancel the decision fixing certain countervailing duties on Philippine Islands augur in the contracting states.
