Enclosure 11.

EXTRACT of letter from Mr. Ohlmer,

Tsingtau, April 20, 1903. ENCLOSED please find the promised statistics for the Kiaochow Customs- Foreign Duties, Native Duties, Value of Trade, and principal articles of export- for the 33 years since the opening of the office. You will notice that foreign duties have doubled during the first two years, have trebled during last year, and that the first quarter this year shows again a corresponding increase-it is the highest on record, and from it I judge that the receipts this year will be above Tls. 300,000.

During 1902 our foreign imports were as high as those of Chefoo in 1897- 35 years after the opening of that port to foreign trade and our receipts from foreign goods transported by rail inland were over Ïls. 100,000; so that the statistics for last year afford full proof that both railway and the port are under the present Customs arrangement prospering to an extent which has surpassed my expectations. I feel sure that what happened here will happen at Dalny if you follow our plan and admit the Customs under the same conditions as here.

From the figures below, you will see to what an extent the trade in some of the more important articles has developed within the last three years. The figures given stand for the first nine months only of the years 1900, 1901 and 1902, and do not include goods landed and consumed in German territory:-
