I HAVE the honour to acknowledge the receipt of your despatch, No. 403, of the 26th October last, enclosing copies of Memorials from the Clerks in Singapore, Penang, and Malacca, asking for an increase in their salaries.

2. I approve of your action in appointing Committees to submit schemes for the revision of the salaries of clerks in the three Settlements, at a cost not involving an addition of more than 15 per cent. to existing salaries. I will await the reports of these Committees, and consider them with any further recommendations you may wish

to make.

3. If it is not too late, I see no objection to a lump sum being placed upon the 1901 Estimates in advance of the reports of the Committees, to cover the cost of these increases.

4. I presume that you have taken into consideration Mr. Egerton's alternative proposal for improving the position of the Clerical Service by re-classifying the appoint- ments, and placing the salaries on an incremental basis.
