My Lords would be glad of an opportunity of considering in detail the proposed appointment of three European officers, &c., before approving the insertion of £1,454, under this head.

(3) Medical Department.-My Lords approve the scheme for organisation of this Department set forth in the copy despatch accompanying Mr. Lucas's letter, including the appointment of one European Medical Officer at £400 a year, and two Chinese Medical Assistants at £100 each.

(4) Public Works Staff.-My Lords will await the further communication pro- mised by the Secretary of State. In the meantime they are content that £599 12s.. should be inserted under this head provisionally.

(5) Miscellaneous-In the circumstances represented, my Lords approve the provision of £240 to he expended as a subsidy to secure a temporary launch service until a Government launch is available.

(6) Public Works.—This schedule includes the following services of an extra- ordinary nature :—

the estimates were generally approved. Their Lordships have accordingly agreed to insert in the Colonial Services Estimate for 1903-4 the sum of £9,000 as a grant- in-aid of the revenues of Wei-Hai-Wei as was requested in your telegram of the 13th November*

3. The estimates as a whole appear to me to have been very carefully pre- pared; and the explanations furnished in your despatch are very complete.

4. I would suggest, however, that in future both revenue and expenditure should be shown in dollars, any sterling charges being converted at the rate of exchange prevailing at the time when the estimates are prepared The necessary grant-in-aid can then be calculated on the same basis.

5. As regards the question of your emoluments as Commissioner, I am glad to say that their Lordships have agreed to an increase. You will draw salary from the 1st of April at the rate of £1,600 a year, but £100 of this will be regarded as an Entertainment Allowance, to be drawn in full by an officer acting for you. You will also cease to pay rent to the Government for the house which you occupy. Your former house and Entertainment Allowances will cease, but you will continue to draw fuel allowance, on the terms already laid down. This rate of salary will be recon- sidered on the occurrence of a vacancy in the Commissionership.

Their Lordships have asked to be furnished with further information, before approving the insertion of £1,454 under the head of "Police and Gaol.” despatches, No. 29, of the 5th of June last, and No. 67, of the 15th December, † have accordingly been laid before them. I may add that the latter despatch is also under the consideration of the Secretary of State for War; and I hope that I shall be able to return you a definite answer at an early date. I take this opportunity of acknowledging the receipt of your despatch, No. 38, of the 31st July last, recom- mending the employment of Colour-Sergeants Whittaker and Purdon as Inspectors of Police; and of your despatch, No. 58, of the 14th October,§ on the same subject.

7. The proposals submitted in your despatches, Nos. 40 and 48, of the 18th and 19th August last,|| in regard to the medical staff of the Dependency, are approved, but the details of the arrangements must await the settlement of the question as to the garrison. The post of Civil Surgeon will, however, be offered to Dr. H. J. Hickin, on the terms proposed in your despatch, No. 61, of the 27th October. This will, I take it, dispose of the suggestion made în paragraph 8 of your despatch, No. 34, of the 7th July.**

8. Should Dr. Hickin be finally selected for the appointment, the cost of his passage will probably cause an excess in the expenditure for transport, for which £80 is provided under "Miscellaneous.”

WITH reference to previous correspondence, I am directed by the Secretary of State for War to state, for the information of the Secretary of State for the Colonies, that the allotment of a half British battalion, two Indian battalions, and a detachment of Royal Artillery as a provisional garrison for Northern China, and of four companies Chinese Regiment as a garrison to Wei-hai-Wei has now been finally approved.

I AM directed to acknowledge the receipt of your letter of the 30th ultimo,†) conveying the approval (subject to the observations made in the letter) of the Lords Commissioners of His Majesty's Treasury of the Wei-hai-Wei Estimates for 1903-4, and agreeing to the insertion in the Colonial Services Estimate for 1903-4 of a grant-in-aid of the revenues of the Dependency amounting to £9,000.

2. It is noted that their Lordships agree to the payment of salary to Mr. Lockhart at the rate of £1,600 a year, with free quarters, subject to reconsidera- tion on the occurrence of a vacancy in the Commissionership.

3. I am to point out that in the letter from this Office of the 3rd ultimo, it was proposed that £100 of this salary should be regarded as an entertainment allow- ance, which would, of course, be drawn in full by the Commissioner's locum tenens in
