November 22 States, in reply to No. 55, that the Com- missioner at Wei hai Wei will be aaked, in the event of his being satis- fied that the British dollar will be received with sufficient freedom, to laue a Proclamation making both the Mexican and British dollars legal tender.
November 28 Transmita copy of No. 29, and of the Military Commissioner's reply there- to, on the subject of the pay of the civil police in Wei hai Wei and the provision for structural and sanitary works.

proposal to make the British dollar legal tender at Wei hai Wei, and directa him to issue a Proclamation to be issued constituting it legal ten- der together with the Mexican dollar, if he is fully satisfied that the British dollar will be freely accepted.

States, in reply to No. 63, that it has been definitely decided that the War Office should be responsible for the Administration of Wei hai Wei, and considers that the Naval Officer at Leu-kung-tau should not be called upon to combine civil with naval duties.
Concurs in the view that the Mexican dollar should be made legal tender in Wei hai Wei concurrently with the British dollar, and considers that a Proclamation by the Commissioner will be sufficient authority under present conditions.
November 14 Presumes that No. 66 refers to the mili- tary administration only, and that Admiralty will fall in with any arrangements made.

States that the Secretary of State for War will be asked to forward a copy of No. 67 to the Commissioner sug. gesting that, if the British dollar would be accepted with sufficient freedom, a Proclamation should be issued making it, with the Mexican dollar, legal tender.
