Wishes Tsung-li-Yamên to be informed that Her Majesty's Government can- not consent to demarcation being postponed, and that if the British Commissioners aro obliged to finish the delimitation without the operation of the Chinese, the line so demarcated will be maintained.

Sends extracts from a letter from the Military Commissioner, Wel hai Wel, and of the reply thereto, on the sub- ject of the allocation of sites for busi- ness premises and civilian residences on the island of Liu Kung.

Transmits copies of correspondence with the Foreign Office and the Commis- sioner as to the action to be taken in respect to applications for prospecting and mining licenses. Suggests that the British dullar should

be legal tender at Wei hai Wei.

Transmits copy of a letter from the Hong Kong and Shanghai Banking Corporation recommending that the British dollar should be made legal tender at Wel hai Wel, and requests views on the proposal.

States measures taken to provide for refugees from China, and requests authority for the expenditure of £2,500, of which £600 has already been expended by the Naval Authori- ties.

Transmita copy of No. 57 and requests that the Commissioner may be in- formed that it has been referred to War Office.

Considers that the British doilar should be legalized in Wei hai Wel as soon as possible, and that the Hong Kong silver and copper coins might be in- troduced.
