The clause of the Statutes of 1877 relating to qualifications for admission is abrogated, and re- enacted with the addition that there shall be eligible for admission into the Order any of the Sovereign's subjects who, by important and loyal services in relation to the Foreign Affairs of the Empire, have merited or may merit the Royal favour.

In 1886, there being few vacancies in the Order, the Sovereign was pleased to issue a Special Statute, bearing date the 28th of June of that year, providing for the admission, without per- manently increasing the number of the Ordinary Members of the Order, of additional Members of the respective classes, for services rendered in con- nection with the Colonial and Indian Exhibition, then being held.
