221 Rifle Clubs have been formed, in which 6,540 men are enrolled.

The total number of men, therefore, trained to the use of arms, exceeds 16,000. In

a few years, almost the whole adult male population will have acquired the habit of military discipline, and become accustomed to the use of arms.
