MEMORANDUM respecting the EXPENDITURE incurred by WESTERN AUSTRALIA in regard to INTERNAL DEFENCES from November 1880 to 31st December 1886.

1. The Imperial Pensioner Force was disbanded in November 1880.

2. There is a volunteer force of infantry and artillery, consisting of 588 men, distri- buted throughout the Colony, as in returns marked A and B, which also give full information as to the armament, &c.

3. The volunteers are purely so, and receive no pay whatever. The control of the force is intrusted to a captain of the Royal Artillery, who is styled Commandant.

4. The port of Fremantle requires to be fortified, and it is the intention of the Colony to undertake the works, the Imperial Governinent having promised to supply the necessary armament.

5. The important strategic point and magnificent harbour of King George's Sound will, it is hoped, soon be strongly fortified under an arrangement nearly completed between the Imperial and Colonial Governments, resulting from the Colonial Conference.
