appointment must be unmarried, and between 25 and 35 years of age. They must either have held a commissioh in the army, or (if militia officers) have obtained a P.S. certificate. Further information will be supplied, on application, to candidates who fulfil these requirements.

16. The salaries attached to appointments in West Africa, whether in the police or in other departments of the public service, are much higher than those attached to similar appointments elsewhere, and West African service also carries with it special privileges in respect of leave of absence and pension. These advantages are granted on account of the unhealthiness of the climate, and any officer desiring to be transferred must be pre- pared to take less pay in another Colony. It should also be clearly understood that it is impossible for more than a small proportion of all the officers serving in West Africa to be transferred.

17. Physicians and surgeons are appointed by the Secretary of State from this country to the West Indies and the West Coast of Africa, and occasionally to other Colonies.

18. To sum up, it will be seen-(1) that the higher offices are, as a general rule, filled by promotion; (2) that, with few exceptions, the lower offices are filled either by the appointment of local candidates or by means of open competitive examination; and (3) that there are consequently few openings for candidates from this country, except for those possessing certain professional or other special qualifications.
