I HAVE the honour to inclose herewith a memorandum giving extracts and informa- tion from the Russian press respecting the intended dispatch of Russian cruizers to the Pacific Ocean.
It has been announced in the St. Petersburgh "Vedemosti" that the Rear-Admiral Aslanbegoff, who was in command of the Russian squadron in those waters, has been recalled, and that his successor will be sent out in a few days.

April
THE "Golos" of the th, 1880, hears from Cronstadt that the cruizers "Europe" and "Africa are being armed, and that it is intended to dispatch the former to the Pacific Ocean and the latter to the Mediterranean. The account further states that the cruizers "Labigaka" and "Plastun" and the clipper "Razhonik" will proceed to the Pacific. The clipper "Nayezdouk" is at present on its way there.
The "St. Petersburger Herold" hears that the Russian Government intends shortly to send five large vessels of war into Chinese water.
The notice concludes by stating that, judging from the present position of attairs,
especially as regards the Kuldja question, it may be doubted whether the dispatch of these
vessels is entirely in connection with commercial objects.
I am informed that the "Vladivostock," a large transport belonging to the volunteer fleet, is leaving Odessa for Vladivostock with munitions of war.
