MINUTES.

The Secretary was instructed to reply, calling attention to the fact that the charter party contained a clause providing that should the steamer be requisitioned by the British Admiralty the charter would be null and void.

15. 8.8. "Emir." Mr. Holt reported that Messrs. Elder Dempster and Company stated that the hemp and sisal on this steamer was stowed all over the ship, large quantities of it being immediately to hand on opening the hatches; also that these goods had evidently received some handling at Gibraltar, as the top bale The Committee recommended showed some signs of being considerably disturbed.

16. Insurance of Cargoes.-The Secretary was instructed to forward all policies received from Messrs. Glanvill, Enthoven and Company to Messrs. Waltons and Company for their perusal and for transmission to the Assistant Paymaster- General.

THE EIGHTY-SIXth Meeting of the Committee was held at the Admiralty at 3.15 on Wednesday, the 10th of November, 1915.

The following members were present :-

1. The minutes of the Eighty-fifth Meeting were read and confirmed.

2. s.s." Quarta."-The Committee considered a letter from the China Naviga- tion Company, Limited, claiming to deduct £93 6s. 8d. from the hire, due on the 19th instant, in respect of repairs effected on the 8th of June, 1915.

The Committee decided that, as the ship had been handed over on the 19th of May, this charge ought, prima facie, to fall upon the charterers. They recom- mended, however, that a report should be obtained from the Governor of the Straits Settlements, and that the charterers should be informed accordingly.

3 8.5. 'Koerber."—The Committee approved the refund to Messrs. Curtis and Harvey, Limited, of £23 68., in respect of a portion of the saltpetre er this steamer short delivered. They decided that a claim should be made against the underwriters, in respect of the cask the contents of which were lost overboard, when the policies were received from Alexandria.

Mr. Evans undertook to ascertain from the Contracts Department when the analysis of the brass and tin ingots might be expected from the Admiralty chemists. 4. Requisitioned enemy steamers in Neutral Ports.-The Committee considered a letter, which had been received from the Foreign Office, showing that the German Government had instructed their Consuls in neutral ports to assist German ship- owners in getting the local dock authorities to seize any German ships which had been in Allied ports at the outbreak of war and had been requisitioned and subse- quently came to the neutral port concerned. Reference was made to the opinion which had been obtained from the Attorney-General on the 16th January, and the Committee decided not to make any alteration in existing arrangements, but they decided that when future commitments had to be considered this letter should be taken into account,

Neath" and 8.8. "Bangor."-The Committee considered the position of the s.v. "Neath" and the 8.8. Bangor." They thought that the latter vessel should be adjudicated as soon as possible after her arrival in this country, and the Secretary was instructed to take the necessary action.

6. Steamers for Canadian Wheat.-Mr. Holt reported that certain difficulties had arisen with regard to the insurance of the cargoes of these vessels.

The Committee decided that if the Canadian Government had further difficul- ties with regard to the "Terpsichore" the freight might be reduced by half-a-crown. Marina."-The Committee considered a letter, from Messrs. Elder Dempster and Company, Limited, regarding the dry dock charges for this vessel, and decided that the Nigeria Dry Dock Company's charge should be paid.

8. 8.D. Clevedon."-The Committee considered a letter from the managers asking if the water tanks on this vessel could be sold.

Mr. Holt undertook to make further inquiries on the subject.

9. Steamships "Chowtai" and Sandakan."-The Committee decided not to cancel the insurance of either of these vessels before the expiration of the policies. They recommended that a telegram should be sent to the Governor of the Straits Settlements asking him not to renew.

10. Steamships

"Hamm and Apolda."-The Committee approved of the Apolda" being allowed to remain with the Union Government for a further voyage, to take sleepers to South Africa. They also approved a request which had been received from Mr. Temperley to load 200 loads of timber in these vessels; the rates to be charged were to be the normal rates under the existing charters of the ships. Mr. Temperley should be asked to forward copies of the correspondence with the Union Government to the Committee when received.

" 8.8. Kawak." The Committee decided that this ship should be given to Messrs. Lachlan and Company to sell. The Secretary was instructed to consult the Admiralty Marshal with regard to the alteration of the conditions of sale in accordance with the recent decision of the Treasury, communicated to the Committee in the Treasury letter of the 5th of November. Enemy" should be defined in the conditions of sale as having the same meaning as in the proclamations on the subject of "trading with the enemy" in force at the date of the sale.

12. The Enforcement of Condition of Sale forbidding transfer to Enemies, Foreigners, or Foreign Corporations.-A letter was read from the Admiralty agree- ing in the Committee's suggestions on this subject. The Secretary was instructed to take the necessary action.

13. s.o."" Carl."-The Committee approved of certain stores on this vessel, belonging to the German owners, being used by the managers, and of the slops on board being sold to the best advantage.

14. 8.3. Emir."-The Committee considered a letter from Messrs. Waltons and Company regarding a claim to 1,000 bags of ground nuts on this ship. Secretary was instructed to consult Messrs. Waltons and Company further in the matter, and to ascertain from the Secretary to the Prize Claims Committee whether that Department would deal with the claim.

15. Dye stuffs ex "Fonay Lodge" from Alexandria.-The Committee con- sidered the correspondence which had passed between the Foreign Office and the Board of Trade on this subject.

Submarine Signalling Apparatus on the steamships "Helgoland" and Hanna Larsen."-The Committee considered that the rent should be calculated at the normal rate of exchange between the mark and the shilling before the war. The Secretary was instructed to ascertain whether this was the procedure adopted by the Admiralty Marshal in similar cases.

Annaberg." The Committee approved Messrs. Kellock and Com- pany's revised valuation for this ship.

18. Insurance of Prize Cargoes in South Africa.-The Committee considered some correspondence which had been received in the Colonial Office from the Governor-General of the Union of South Africa, which showed that it is proposed to remit all sums collected for premium in South Africa through the Senior Naval Officer to the Admiralty. The Committee considered this arrangement convenient and recommended that a copy of the correspondence.should be sent to the Admiralty who should be asked to transfer the money when received to the Committee.
