5.8. Diana."-The Committee approved the renewal of the charter* to the Sun Shipping Company, Limited, for six months.

17. 5.8. ** Tandem.”—The Committee considered a letter from the Transport Department asking that Messrs. Kellock's valuation of the bunker coal on this vessel should be revised. The Secretary was instructed to obtain Messrs. Kellock's observations on this question.

18. The Committee considered an application from Messrs. Nixon, Forest and Company asking to be allowed to manage some of the prize steamers.

The Secretary was instructed to reply that the Committee had no steamers to offer.

19. 9.5. Koerber."The Committee considered a letter from the Director of. Kew Gardens asking whether he might forward to the Natural History Museum and the British Museum portions of the scientific collection which were of interest to these museums. The Committee approved this request.

THE EIGHTY-FIFTH MEETING of the Committee was held at the Admiralty on Wednesday, 3rd November, 1915, at 3.15 p.m.

The following members were present:-

MR. C. TENNYSON, C.M.G., Colonial Office (acting as Secretary in the

absence of Mr. Wiseman).

1. The minutes of the Eighty-fourth Meeting were confirmed.

2 Tonnage for Canadian Wheat. Mr. Holt reported that the sailing vessels Carl," "Chile," and "Terpsichore" had been fixed to the Canadian Government, the "Terpsichore" having been ordered to Halifax.

8.8. " Kawak.”—Mr. Holt reported that this ship was due in about ten days' time. The Committee decided that she should be sold as soon after her discharge as possible. The Secretary was instructed to ascertain what progress had been made with the proposal to vary the conditions of sale.

4. Steamships “Sandakan" and "Chow Tai."-Mr. Holt undertook to ascer- tain whether the premium on the marine policies of these vessels had been paid in advance or not.

5. Steamships "Thor" and "Erymanthos.”—The Committee considered a despatch which had been received by the Colonial Office from the Governor of Jamaica regarding Mr. Orrett's claim for commission. The Committee recom- mended that Mr. Örrett should be offered remuneration at the rate of 5 per cent. on the pre-war rates, which they understood were 20s. and 22s. 6d., making about £320 in all. The Committee approved the terms of a memorandum which had been drawn up by Mr. Holt on the subject.

6. Accounts.--Mr. Bebb attended the Committee, and it was arranged that in future a representative of the Managers should call him to discuss any account

upon rendered, in order that unimportant points might, so far as possible, be eliminated. Mr. Bebb was authorized to communicate direct with the Managers for the purpose of settling queries on the accounts. The Committee then proceeded to discuss various accounts which had been received.

(a) 8.v. “Neath."-It was decided that the £1,445 18. 6d. which had been over- paid by the Managers should be retained and accredited to the next voyage of the vessel.

(b) 8.8. "Lorenzo."-The Committee decided that the cable account in this case should be accepted without inspection. With regard to the question of cable accounts generally the Committee decided that, as it was evident that vouchers could hardly ever be furnished, the accounts could be accepted without verification so long as accounts were inspected in the case of any abnormally large charge. With regard

to the apparent loss of one day's demurrage on this vessel, the Committee decided in the circumstances not to press it, as it would mean a claim against the French Government.

(c) s.s.

Kalymnos." With regard to the meals supplied to Admiralty officials and tally clerks at Gibraltar, Mr. Evans undertook to make inquiries as to the reason why these meals had been given. With regard to the credits for £66, £80, and £40 in respect of provision stores and bunker coal on board the vessel when she was handed over to the Transport Department, the Secretary was instructed to inform the Transport Department that the Committee proposed to refund these amounts to the Managers on the understanding that the Managers would not debit the

Admiralty.

(d) 8.8. "Rooke."-With regard to the charge for £18 148. 4d. for hotel account of the captain and officers, the Committee considered that, as this charge was not in itself excessive, no inquiry should be made with regard to the details. They con- sidered that this rule could be adopted in all similar cases.

With regard to the payment of 11 per cent. in respect of freight paid in cash in lieu of three months bills, as provided by the charter party, the Committee decided that in this and similar cases the bills should not be discounted by the Managers, but the Managers should be put in funds by the Committee. As the amount standing to the credit of the Committee from time to time was not earning interest, it was not to the Committee's advantage to pay 5 per cent. per annum for cash in this way. The Secretary was instructed to send a letter containing instructions on this point to all the Managers.

The Committee agreed that it was not necessary to confirm the rate of freight for the 350 tons 10 cwts. of maize shipped by the Attorney-General at Gibraltar or the tonnage of the cargo.

(e) Mr. Bebb raised the question of whether time-sheets should be furnished in all cases in order to show whether or not demurrage should have been charged. The Committee directed the Secretary to instruct all Managers to furnish time- sheets showing the date and time of arrival and of commencement and completion of discharge or loading.

8.5." Koerber."-The Committee decided that they would approve the action of Messrs. Arthur Holland and Company in guaranteeing the Salvage Association's expenses in connexion with the proposed survey of the damaged cargo.

B. s.o. "Yawry."-The Committee approved a further advance to the Managers of £2,000 on account of their disbursements, subject to the vouchers being satisfactory.

9. 8.0. "Carl." -The Secretary was instructed to inform Mr. Starkey that if he did not send a cheque for the £500 due, in lieu of shifting the ship to Cardiff, the Committee would have to instruct the Dock Company to detain a portion of the cargo.

10. 3.0. "Par."-The Committee approved the contracts for the sale of the linseed ex this vessel, it having been ascertained that sale by private treaty was the customary method of disposing of such goods in the trade.

11. 8.8. Lutzow."-The Committee considered a letter from the Transport Department with regard to Messrs. Lachlan's remuneration for the valuation of this ship. The Secretary was instructed to reply to the Transport Department that Messrs. Lachlan and Company had already been paid, according to the scale fixed by the Committee, for their services in valuing this vessel, and that the Committee would not make any further payment to them.

12. Submarine Signalling Apparatus on the steamships “ Hanna Larsen and Helgoland."-The Secretary was instructed to inform Messrs. Waltons and Company that rent would be paid quarterly in arrear, the first payment being made as on the Michaelmas quarter-day. With regard to the possible sale of the vessels Messrs. Waltons were to be informed that, if either vessel was sold, the apparatus would not be sold, but the purchaser would be told that he must make his own arrangements with the Company.
