during which it was so run, and calculated at the rate per annum set out in the pro- posed memorandum. In the case of the three ships (steamships "Kalymnos," "Kawak," and "Erymanthos") for which an amount had already been calculated for insurance risks for the purpose of estimating the commission payable from the profits to Messrs. James Knott and Sons, the figures already arranged were to stand, and the rates proposed in the insurance scheme were only to apply to these ships in so far as they were run for the Committee by other managers than Messrs. Knott. It was also agreed that all the disbursements on the 8.8. Paros," which had been torpe- doed, must be debited to the proposed fund, and that a credit amounting to the valuation of this ship in the scheme, viz., £36,000, must be credited to the prize receipts out of the same fund.

21. Insurance of Ivory at Sierra Leone. The Secretary explained the facts which had now been ascertained with regard to the seizure of this commodity. It was agreed that the Committee were not interested in a continuance of the insur- ance, and, as it appeared to be doubtful whether the premium could be recovered from the German owners at the end of the war, it was thought that there would be no sufficient ground for continuing the insurance at all. It was understood that the Colonial Office would address the Treasury on the subject, and the Committee agreed that, pending a reply from the Treasury, the insurance might continue under the Committee's cover. The Committee also thought that the insurance should be regarded as commencing on the date of the Secretary's letter to Messrs. Glanvill, Enthoven and Company, provided that the latter agreed.

22. Steamships “ Sandakan," "Chow Tai.”—The Secretary reported that the Straits Steamship Company had agreed to manage these ships, as the agents for His Majesty's Government, on the usual basis, but that the Company refused to take any commission. The Committee recommended that the Company should be thanked and their offer accepted, and that further inquiries should be made as to the arrangements which had been in force since the expiration of the previous charter on the 8th July. The instructions to the Company as to the employment of the ship might be given by the Governor on behalf of His Majesty's Government. The Com- pany should, however, be asked whether they could effect the necessary protection and indemnity insurances locally, and, if so, at what cost.

23. s.v. "Carl."-The Secretary reported that he had heard from Mr. Starkey that this ship had now arrived in London. Mr. Starkey had applied to continue the charter after the discharge. The Committee recommended that Mr. Starkey should be asked to see Mr. Holt upon the subject.

24. 8.8. Paros." The Secretary explained the action which he had taken as to the amount claimed by the Shipwrecked Fishermen and Mariners' Royal Benevo- lent Society for railway fares for the crew. The Committee agreed that the remainder of the Society's account might be paid, but that they should be informed that the railway fares would not be refunded until the Society had paid them.

8.5. “Grahamland."-The Committee thought that there was no objection to the Crown Agents being authorized to pay a sum of £29 178. 10d., to meet a claim by the late master of the "Josephina" for compensation for victuals claimed by him as his private property.

" 8.8. Græcia."-The Committee considered a further letter from the Director of Transports as to the date of the transfer of this ship, but they were unable to modify their previous decision.

27. 8.8. "Thor."-The Committee considered the report of the Assistant Pay- master-General on the accounts for the second voyage of this ship, and agreed that the managers should be asked to reply to the points raised. Mr. Holt undertook to obtain a managing agreement for this voyage.

28. 8.8. "George R."-The Committee approved of the Secretary proposing to the Transport Department that the date of the transfer of this ship should be the 13th of August, the date on which the ship had arrived at Hull.

29. Steamships “Frisia,” Altair." The Committee approved of the Secre tary writing to the Director of Transports to propose that the dates of transfer of these ships should be the dates of the completion of the discharge of the ships as reported by the managers.

30. Railway Material at Malta and Alexandria.-The Committee agreed that the War Office should be asked to bear the charges which had accrued on the material at Alexandria as from the date of condemnation, and on the material at Malta as from the 22nd May.

31. Conditions of Sale.-The Secretary read a letter from the Admiralty Marshal suggesting an alteration to provide for the immediate payment of at least 50 per cent. of the purchase money. The Admiralty Marshal had informed him that, subject to the consent of the President of the Court, he would have no objection to altering his conditions in accordance with any decision which might be arrived at by the Committee. It was understood that the Treasury were taking up with the Board of Trade the question of an alteration in the conditions.

32. Steamships Gutenfels," Barenfels."-The Secretary reported that Messrs. Waltons and Company had obtained from the banks interested in the original cargoes of these ships revised letters of undertaking agreeing to allow the original letters of undertaking to stand in respect of the provision for the payment of interest. The Committee agreed with Messrs. Waltons and Company that the letters now obtained were sufficient for the purpose.

33. 8.3. "Bangor."-The Committee agreed that claims which had been received through the Foreign Office and the Admiralty from certain of the original crew who had been brought from the Falkland Islands, in respect of wages due to them, should be dealt with by the Prize Court when adjudicating upon the ship.

THE EIGHTIETH MEETING of the Committee was held at the Colonial Office on Monday, 27th September, 1915, at 3.15 p.m.

1. The minutes of the previous meeting were confirmed, subject to alterations in paragraphs 2 and 18.

2. 8.8. "Kandy."-Mr. Holt reported the receipt of £5,000 on account of freight.

3. 8.5. Rooke."-Mr. Holt reported that this ship had arrived at Liverpool, and the Committee decided that she should be offered to the Admiralty in the ordinary course.

4. Sailing Vessels Chile" and "Terpsichore."—The Committee decided that these ships should be fixed to the best advantage and that Mr. Holt should make the necessary arrangements.

5. Sailing Vessel Managers' Remuneration.—Mr. Holt reported that all the managers had agreed to accept £400 per annum except Messrs. Joyce, managers of the "Neath." In view of the greater speed of this vessel and the greater amount of work involved in managing her he was authorized to offer Messrs. Joyce £600, this rate of remuneration to commence from the beginning of the vessel's second voyage.

6. 8.8. “Lorenzo.”—A request had been received from the Anglo-Persian Oil Company to be allowed to use this vessel for a further voyage to the Persian Gulf, to carry 2,000 tons of material required for the extension of the Company's Persian refinery. It was decided that the Company should be offered the vessel at current commercial rates, and that Mr. Holt should arrange matters with them.
