Government House, Hong Kong, 5th November, 1914. I HAVE the honour to transmit the enclosed paraphrase and translation of cipher and code telegrams received from you on the subject of the rupture of diplomatic relations with the Turkish Empire.

2. As far as I can judge there is no feeling of sympathy with Turkey among the Mohammedan civil population in the Colony. I have given Mr. Arculli, a Mohammedan Justice of the Peace, permission, at his own suggestion, to read a translation he will make himself of your telegrams concerning the attitude and conduct of the Turkish Government in the Mohammedan mosque.

Government House, Hong Kong, 19th November, 1914. IN continuation of my Confidential despatch of the 5th November,† I have the honour to transmit the enclosed paraphrases and translations of cipher and code telegrams,* received from you and despatched by me on the subject of the Anglo-Turkish war.

2. On receipt of your cipher and code telegrams of the 5th instant, I issued a Proclamation, enclosure 2, and a notification, enclosure 3, extending to the Anglo-Turkish war all the Proclamations previously issued relative to the Anglo- German war, altered in accordance with your directions.

3. The Turkish Empire possesses no consular representative here, nor does any Turkish shipping frequent the port. I enclose a list of the names, birthplaces, and occupations of the Turkish subjects domiciled in the Colony; none of them, so far as I am aware, are reservists or liable for service in the Ottoman Army. As they are, with two or three exceptions, of Jewish race, born in Bagdad, and entirely British in sympathies. I have, with the concurrence of the General Officer Com- manding, pending definite instructions from you, refrained from taking any further action against them than requiring them to sign a parole and to report weekly to the Provost Marshal.

IN continuation of my Secret despatch of the 5th November,* I have the horour to transmit the enclosed paraphrases and translations of cipher and code The instructions, and telegramat exchanged with you on the subject of the war. information conveyed in your telegrams have been communicated to the persons con- cerned. I make the following references in particular cases.

2. The instructions conveyed in your code telegrams of the 4th November were embodied in a Notification published on the 11th November, a copy of which is attached.‡
