THE GOVERNOR to THE SECRETARY OF STATE. (Received 2nd January, 1915.)
The Queen's House, Colombo, Ceylon,
10th December, 1914. In continuation of my Confidential despatch of the 3rd instant,* I have the honour to acknowledge the receipt of the following telegraphic despatches:-
(a) Your telegram of the 2nd December, asking for particulars as to the prize ship "Australia,"
to which I replied by my telegram of the 5th December, giving the information desired.
(b) Your telegram of the 3rd December, expressing your cordial acknowledgment of the local contributions to the National Relief Fund. I caused this telegram to be published.
(c) Your telegram of the 4th December, inquiring whether separation allowances are payable from Colonial funds to wives of members of the Ceylon contingent.
A telegraphic reply will be sent shortly.
(d) Your cipher telegram of the 4th December, relative to the purchase by an enemy of a consignment of graphite sent from Ceylon to Genoa. The Principal Collector of Customs reports that there has been no shipment
of plumbago from Ceylon to Genoa or to any other Italian port since the outbreak
of war, and I have so informed you by my telegram of the 10th instant.
I request that I may be informed from what source this report reached you,
in order that I may trace the origin of rumours which tend to throw discredit on
the mercantile community of the island.
(e) Your telegram of the 5th December, asking for particulars of the prize ships "Steinturm" and " Moltkefels."
The information will be telegraphed to you as soon as possible.
(Your telegram of the 5th December, in reply to mine of the 2nd December, as to exportation of rubber to Petrograd via Vladivostock.
I note that applicants are to be referred to the Commission Internationale de Ravitaillement.
(g) Your telegram of the 5th December, as to shipments of copra for the Aarhus Oil Works by the "Vinstra " and "Hellenic.'
The Principal Collector of Customs has been instructed accordingly.
(A) Your telegram of the 5th December, as to an addition to Rule 1-1 of Order 27 of the Prize Court Rules,
It has been communicated to the officers concerned.
(1) Your telegram of the 7th December, asking when a reply might be expected to your telegram of 20th November as to German firms.
I replied by my telegram of the 9th December, referring you to my despatches
of the 27th October and 24th November.t
(1) Your telegram of the 8th December, in reply to mine of the 4th December, permitting Adolf Hermann to proceed to Shanghai by a Penin- sular and Oriental steamer, and giving instructions as to the permit with which he should be furnished.
Your instructions have been complied with.
2. With reference to paragraph 1 (k) of my Confidential despatch of the 3rd December, I telegraphed to you on the 5th December, in reply to your telegram of the 1st December, that your assumption as to the disposal of the prize ship "Fürth'
was correct.

3. With reference to paragraph 1 (j) of the same despatch, I telegraphed to you on the 7th December as to Prize Court fees, in reply to your telegram of the 1st December.
