Enclosure 2 in No. 42. CEYLON.
THE control of opium was taken over by the Ceylon Government in 1910. All private opium shops were closed and Governinent depots were established in charge of Government officers, who are paid a fixed salary.
The sale of smoking opium is confined to registered smokers, the quantities allowed to them being fixed by officers of the Medical Department. In 1914 it was decided (1) not to admit any further persons to the register of consumers of smoking opium, (2) to discourage its use by the dissemination of literature on the subject, and (3) ultimately to prohibit the purchase of both smoking and eating opium by the same consumer. In 1921 there was a general revision of the amounts of opium allowed to registered consumers.
The habit of using opium is confined to the national population of the Island, none of the Chinese residents in the Island having registered themselves as consumers. The sales of smoking opium have been reduced from 1,807 lb, (819 kilos) in 1914 to 566 lb. (256 kilos) in 1923. It is anticipated that the use of opium for smoking will cease automatically as soon as the consumers already registered disappear.

(a) These figures include opium imported for sale as eating opium.
(b) These totals include the registered consumers of prepared opium, in regard to whom no separate figures are available.
Enclosure 3 in No. 42.
NORTH BORNEO.
IN 1914 the "farm " system of control of the consumption of prepared opium was superseded by the Government Monopoly System, on lines generally similar to With a view to restricting con- the system in operation in the Straits Settlements. sumption, the price of Government prepared opium has been raised from time to time in consultation with the authorities in the neighbouring territories of Labuan and Brunei.* Consumption of chandu is confined to the Chinese adult male population. In 1923, 4,209 kilos of prepared opium were consumed, or 105 gms. per head of the total Chinese population (estimated at about 40,000). This is the lowest recorded figure since 1914, the greatest recorded consumption being 9,056 kilos in 1919, since which year consumption has steadily declined.
