7. I gather from your despatch that so far no question has been raised as to the appointment of Unofficial Members to the Executive Council. In Ceylon there have been since 1920 three Unofficial Members in the Executive Council, one of whom has also been a Nominated Unodicial Member of the Legislative Council. It is possible ⚫ that some similar arrangement might, with advantage, be adopted in Mauritius, but in that event it should be clearly understood that the selection and appointment of such Members would be at the entire discretion of the Governor, and that I should not be prepared to agree to their selection by the Council of Government, or to any other method of selection which would deprive the King's Representative of his prerogative of selecting his Councillors.
