Sets out the circumstances following upon the firing upon the s.s. Lungshan on 16th May by Chinese soldiers in uniform and the action taken to secure compensation and an apology. Gives the gist of a meeting at Govern- ment House at which retalia- tive action was discussed with failing compliance British demands within 24 hours. Owing to differences of opinion as to the import- ance of the affair a further conference was called which of recommended capture Bogue Forts and Dane Island defences or bombing of bar- racks by British aircraft. Reports the closing of the incident by Chinese compli- ance with British demands. Indicates the difficulty of obtaining prompt and effec- tive action under similar circumstances and recom- mends that in cases of outrage in Kwang-tung the Consul General at Canton, the

Governor of Hong Kong, the General Officer Commanding Forces at Hong Kong, and the Senior Naval Officer should be authorised to de- cide the retaliatory measures considered necessary...
