Defects.

I HAVE the honour to acknowledge the receipt of your circular despatch, of the 1st of June last, on the subject of the transaction by the Crown Agents of the com- mercial business of the different Colonies and Dependencies of the Crown.
2. The position of Cyprus is peculiar, and the expenditure is so tightly tied that any undue delay in executing orders for the ordinary yearly supplies operates hardly on the Island Government, as compelling them either to throw the expenditure into another financial year, when there are no funds to meet it, or to deprive the Service of the necessary supplies. Every vote is pared so closely that there is no margin for any- thing but the bare actual service of the year, and it is, therefore, a matter of essential importance that goods ordered for the service of the year should be supplied and paid for within the financial year, if proper time is afforded when sending the order. This time has generally been taken at from four to six months, except in special cases where articles have to be specially made. I have endeavoured to cause all important requisi- tions to be sent home as early in the financial year as possible, in the hope they would be completed before the following 31st March.
3. I annex a memorandum giving the particulars of some cases in which, during the last three years, the Island Government has had difficulty. The question of delay generally arises with respect to the Police clothing and equipment and supplies for the Public Works. I feel sure that if the Crown Agents realized the embarrassment and the difficulties which any transfers in charge for ordinary supplies from one year to another entail on the Island Government, they would afford their best assistance in avoiding any occasion for them.

STATEMENT of certain cases, occurring within the last three years, in which difficulties have arisen with respect to the commercial transactions of Cyprus with the Crown Agents.
Canvas, Tents, and Oil Thinnings.
On the 8th October, 1900, a requisition was sent to the Crown Agents for 1,000 yards canvas, 20 tents, and 200 gallons of oil thinnings. On the 6th November a further requisition for stores was sent, which included these goods. The error was discovered, and on the 21st November the Crown Agents were informed of it by telegraph.
On the 4th December a letter was written to the Crown Agents confirming the telegraphic correspondence, and stating explicitly that only 200 gallons of oil thinnings, 1,000 yards of canvas, and 20 tents were required, and not double that quantity. On the 1st January, 1901, the Crown Agents wrote and stated that the only indent they had received for these articles was that which accompanied the letter of the 8th October, 1900. In answer, the Crown Agents were sent, on the 17th January, copies of our letters of the 8th October and 6th November, with copies of the indents annexed to them, and they were informed how it was feared that a mistake might occur.
A double quantity of these goods was nevertheless sent out.
The Crown Agents stated in explanation that the intention of the telegram of the 21st November was not understood, as they had registered the indent which accom- panied the letter of the 6th November as of the date entered on it by the Director of Public Works, and not of the letter, and had, therefore, not referred to it.
Mile Posts.
On the 30th May, 1899, mile posts to the estimated value of £250 were requisi- tioned for. Correspondence took place with the Crown Agents, and on the 11th Sep- tember, 1899, an amended requisition was sent. On the 13th October, 1899, the Crown
