DRAFT of a letter from the ACTING DIRECTOR OF WORKS to Mr. FLETCHER, Foreman of Works, dated August, 1901. No. 1469/190. SIR,

Ox receipt of this letter make preparations and hold yourself in readiness to proceed to Lagos by steamship. Upon landing at Lagos you will report yourself to the Colonial Secretary, who will make arrangements and give all assistance necessary to allow you to carry out the following instructions:-

1. Examine all the means, works, apparatus, and precautions that have been observed and carried out by the Government of Lagos for exclusion of mosquitoes from Government House, hospital, officers' quarters, public offices, and tanks.

2. Carefully note the construction of all work, the quality and size of mesh of the gauze or netting, and of all the other materials used, and, where possible, obtain samples and the cost.

3. Observe what precautions have been taken to exterminate and to prevent the breeding of mosquitoes in cesspools, water holes, open tanks, &c.

4. I am informed that in 1894 netting was used in making rose houses at Government House, and it is in a good state of preservation and will still last about another four years. Examine this, and note size of mesh, thickness of wire, and condition.

5. Note generally the style, construction, materials, and size of the public offices and officers' quarters. If possible obtain approximate cost of one or two typical buildings.

6. Note size of water tanks attached to officers' quarters, materials of construc- tion, &c.

7. Inspect the Public Works Department workshops, offices, and anything of interest connected with the Department.

8. Generally obtain full information upon all The above points and upon all matters relating to or having connection therewith, and make a complete report thereon for the information of His Excellency the Governor.

9. You will return to Accra by first steamer after completing the above work.

I HAVE to inform you that Dr. C. W. Daniels, Medical Superintendent of the London School of Tropical Medicine, who has been attached to the Fifth (Sierra Leone) Expedition of the Liverpool School of Tropical Medicine, which is at present in charge of Dr. Logan Taylor, has now returned to this country.

I am to suggest that Dr. Daniels should be asked by the Secretary of State for the Colonies to furnish him with a short report on the operations of the expedition, and with his observations on its work.

and life, I have the honour to inform you that the Chairman of the Board of Public Health states that malaria is not endemic in this State, and that cases of malaria which are imported are very few in number. The Board, therefore, while deeply apprecia- tive of the value of the recommendations made, has decided that the issue of Dr. Manson's valuable placard on malaria will meet the requirements of this State, and such issue is at once to be taken in hand.

REFERRING to my letter of October 5th, and to the suggestion contained therein, I have the honour to transmit, for the information of the Secretary of State for the Colonies, copy of a letter received by Major Ross, F.R.S., from Dr. C. W. Daniels, Medical Superintendent of the London School of Tropical Medicine, con- taining the observations and report of the latter on the operations of the Liverpool School in Freetown, Sierra Leone.

LETTER from Dr. C. W. DANIELS on the progress of the Anti-Mosquito Campaign in Sierra Leone. NOTE.

Owing to arrangements made by Mr. A. L. Jones and the Liverpool School of Tropical Medicine, Dr. Daniels was able to visit Sierra Leone this summer and to examine carefully the arrangements made by Dr. Logan Taylor and myself, assisted by His Excellency Sir Charles King-Harman, to control the proliferation of mosquitoes in Freetown. He has now returned, and sends me the following valuable letter, which is enclosed.

In reading this letter it is necessary to remember that the expedition had been at work only two months when Dr. Daniels watched its labours, and had not had time to deal with more than part of the town, and that scarcely in a permanent manner.

Dr. Daniels' advice as to details will be followed. The number of workmen employed (fifty) was purposely somewhat limited at first, until the magnitude of the dry weather operations is disclosed. The work will be gradually extended and im- proved, and we may rest secure that a good job will be made of Freetown.

In the meantime it is highly gratifying to find that Dr. Daniels already records a distinct success-all the more gratifying, because he is not only an independent witness, but is, perhaps, the most reliable one on this subject that we possess.

With regard to Dr. Daniels' remarks about Sekondi, I may state that His Excellency Major Nathan, Governor of the Gold Coast, informed me that he intends to deal with the place immediately, and that the Liverpool School of Tropical Medicine is sending out Dr. Balfour Stewart at once to superintend anti-malaria measures in that Colony.
