Submits observations on the Report of the Committee and reports action taken by the Executive Council.

Proposes to increase the value of the Ceylon scholarship from £150 to £200 for four years, with liberty to raise it to £250 when Government considers it necessary, and to give an allowance of £50 to each scholar to meet preliminary expenses; concurs in the views that scholars should receive medical advice in England at the expense of the Colony and that a Director should be appointed as guar- dian.

The governing body of Queen's College and himself consider recommenda. tions of the Scholarship Enquiry Com- mittee valuable, but as no scholarship is at present given by the Colony, it is unnecessary to examine the recom. mendations in detail.

Approves of the proposal to grant to

future Ceylon government scholars. an outfit allowance of £50 to meet preliminary expenses.

States, in reply to No. 1 that the College Council recommends that there should be three scholarships, each of the value of £600, tenable for three, four or five years at the option of the student.
