1. The Canadian-Pacific Railway Company could not transmit the traffic between Canada and Montreal without going through United States of America territory in the State of Maine.

2. The landline now used for the traffic between North Sydney and Montreal is owned by Canadian Companies, and is operated by the Great North-Western Telegraph Company, a Canadian Corporation between Montreal and Moncton, N.B., the Western Union Company operating under lease only that part of it between Moncton and North Sydney in its system in the Maritime Provinces.

3. In the event of the laying of a Pacific Cable, and to meet the wishes of the British Government, the Western Union Company will return to the Canadian owners the line between North Sydney and Moncton, to be operated by the Great North-Wes- tern Telegraph Company by its own employés who would be British subjects, or if it shall then be found desirable it shall be operated by the Anglo-American Telegraph Company under a lease arranged.

4. This arrangement is the only one by which the requirement of the British Government for an all-British route operated by British subjects can be met.

5. Ample facilities will be provided between the cable landing and Montreal to meet all demands for the Pacific traffic.

Should a six months' guarantee after the completion of the laying of the cable be required of the Contractors instead of the usual 30 days' guarantee, which is provided for in the figures given above, the estimated additional cost would be from £25,000 to £30,000. On the other hand, the Governments owning the cables would be relieved by such guarantee from the cost of providing and maintaining their own ship or ships during the same period.

IN compliance with the instructions given by yourself on the 28th July last to Mr. H. A. Taylor we now beg leave to place before you our views as to the duties to be undertaken by us and as to the renfuneration we should receive as Engineers in the event of the Governments interested deciding to enter into contracts for the laying of the Cables.

With regard to our duties. From the beginning to the end of the manufacture of the Cable our staff would make daily electrical tests of all the sections in progress at the works of the contractor or contractors, and all the materials to be used in the con- struction of the Cable would be inspected and tested by us.

Whilst the manufacture is proceeding a member of the firm, with an assistant. engineer, would take passage on the surveying vessel. He would supervise the sound- ing operations, verify the navigation of the ship, and advise on the best sites available for the Cable houses and stations.

During the laying of the Cables a member of the firm, with his assistants, would accompany each expedition, and would generally supervise all operations, electrical and mechanical, during the submersion. He would test the Cable on completion of the laying and during the 30 days' guarantee period to enable us to grant certificates as they became due.

We should also advise and assist in all the subjects touched upon by Mr. H. A. Taylor, in his report to the Committee, dated the 6th April, 1900,* and, generally, our services in all matters connected with the undertaking, and within our competence, would be at the disposal of the Committee.

With regard to our remuneration, we ask, for the above-mentioned services, a fee of one and a-half per cent. upon the contract price, payable in instalments as may be agreed.

This percentage would, of course, cover the large amount of preliminary work which, as you are aware, has been done by us in connection with the draft contracts, specifications, tenders, &c.
