Referring to your telegram of 21st February,* re Ordinance 34. Amending Ordinance 1 of 1903 has been passed, including amendment proposed in your telegram of 30th January.†

Referring to your despatches, Nos. 312, 27th December, and 22, 23rd January,t and Crown Agents' telegram of 19th February, the whole amount of £200,000, under Ordinance No. 43, may now be raised by debentures, as reported in my telegram of 24th February: Crown Agents can therefore apply £22,000 to general purposes of Colony.

As regards further requirements, they may be instructed to borrow up to £70,000 under Ordinance No. 34, advising me of the amount so raised. It will be unnecessary to raise further funds under Ordinance No. 22.

Downing Street, March 4, 1903. WITH reference to the letter from this Department of the 31st of January last. I am directed to inform you that a telegram has been received from the Governor of Mauritius stating that an Ordinance has been passed amending Ordin- ance No. 34 of 1902: (1) In respect to the point referred to in the last paragraph of the above-mentioned letter; and (2) By omitting the proviso to Section 2 (1) of the Ordinance and substituting the following words, viz.: "Provided that the sum so borrowed shall not exceed two hundred and twenty thousand pounds."

2. A copy of the amending Ordinance will be forwarded to you as soon as it is received.

3. You were instructed, in the letter from this Department of the 25th ultimo,** and previous correspondence, to raise £200,000 by debentures under Ordinance No. 43 of 1902, and the Governor states, with reference to your telegram to the Colony of the 19th ultimo (in which it is understood you stated that £178,000 had altogether been borrowed), that you can, when all of the above-mentioned debentures have been raised, apply £22,000 to the general purposes of the Colony. The tele- gram adds that "as regards further requirements, the Crown Agents may be instructed to borrow up to £70,000 under ̊Ordinance No. 34, advising me of the amount so raised. It will be unnecessary to raise further funds under Ordinance No. 22."

4. A copy of the last-mentioned Ordinance was forwarded to you in the letter from this Department of the 27th of December last.††

5. I am to express approval of your compliance with the Governor's wishes in this matter.
