Government House, Penang.

30th December, 1902. Sir,-In continuation of previous correspondence, I have the honour to enclose copy of a resolution of the Malay States Miners' Association on the proposal for the adoption of a gold standard currency.-I have, etc.,

F. A. SWETTENHAM.

Enclosure in No. 14.

Malay States Miners' Association,

Selangor, 19th December, 1902.

At a general meeting held on the 17th December to discus the question of the currency of the Straits Set- tlements the following resolution was adopted :-

(1) That as a fixed exchange would dislocate trade by disturbing the commercial relations

No. 15.

between this country and China, which is a silver-using country, and with which there is an enormous trade,

(2) That as an increase in the value of the dollar would mean a corresponding lowering of wages, which the mining coolies are sure to resent, as they would not understand the sub- ject, more especially as remittances to China In bullion would only be received on their intrinsic silver value,

(3) That as the enhanced value of the dollar would mean a fall in the price of tin when worked out in dollars, without any compensating reductions in the cost of mine production and in the payment of obligations incurred on a silver basis, the association is of opinion that a fixity of exchange would adversely affect the mining industry, and is therefore in favour of free silver.
