tory letter from Lt.-Colonel Northcott, 80 amended return of floggings of Hausas in the Northern Territories during 1898.

Requests that all floggings be, in future, included in the annual returns: sug- gests enactment of ordinance limiting cor- poral punishment to 24 or 25 lashes for adults and 12 strokes for children.

Observes that by Rule 80 of the Prison Regulations 36 lashes may be inflicted on an adult prisoner : requests that the number be re. duced to 24.

suggests that similar ordinance be en- acted in the three islande fixing the maximum num- ber of strokes as directed in No. 1.
