PRISON REGULATIONS.
The following Prison Regulations are drawn up on the supposition that a Prison Ordinance has been duly passed in the Colony, and also that the head of the main prison is the chief prisons officer in the Colony, ie, that there is no separate Inspector of Prisons.
A period of six months has been taken as the maximum of short sentences, and the mark system has been made to apply to all long-sentenced prisoners, i.e., to all prisoners sentenced to imprisonment for more than six months.

PRISON OFFICERS.
1. It is the duty of all prison officers
(a.) To obey strictly the laws and regulations relating to the prison and the
instructions which are laid down for their guidance.
(b.) To maintain order and enforce discipline with justice, firmness, and
humanity.
2. Neither the keeper of the prison nor any of his staff shall be concerned in any other employment.
3. No prison officer shall have any interest, direct or indirect, in any contract for the supply of the prison. No prison officer shall receive any fee or gratuity or have any business dealings with the prisoners, or with the friends of the prisoners, or with the visitors to the prison. No prison officer shall employ a prisoner in any capacity whatever, either for himself or for any other officer of the prison, and no prisoner shall be placed in authority over other prisoners.
4. No prison officer shall strike a prisoner except in self-defence or in defence of some one else.
Prison officers who carry arms shall only use them when absolutely necessary, and in such a way as to disable—not to kill.
5. Prison officers shall be careful to report complaints which prisoners make to them, and to give complainants every opportunity of a fair hearing. Special attention shall be given to the sick and weakly and to those who are in solitary confinement or punishment cells.
6. No officer shall enter a prisoner's cell at night, unless accompanied by another officer, and then only in case of sickness or other emergency.
7. Prisoners should not be kept always in charge of the same subordinate officer, in order to avoid the opportunity or the semblance of favouritism or spite. Especially should the awarding of marks be safeguarded in this respect.
8. The prison staff shall include a clerk and storekeeper who shall take instructions from the keeper of the prison.
9. The rules for male officers shall apply also to female officers and the rules for male prisoners to female prisoners so far as they are applicable.
KEEPER OF THE PRISON.
10. The keeper shall live at the prison, and shall not be absent for a night without the written permission of the Colonial Secretary. All absences shall be recorded in his journal. As the principal resident officer, he shall be held responsible
