THE DEWSBURY CHAMBER OF COMMERCE to COLONIAL OFFICE

MY LORD MARQUESS,

(Received June 21, 1894.)

[Answered by No. 45.]

NAVAL DEFENCE EXPENDITURE.

Dewsbury, June 18, 1894.

I HAVE the honour to send berewith copy resolution, adopted by my Council at their last meeting, and I have to express the hope that the subject to which it relates receive the serious consideration of your Lordship and of Her Majesty's may Government.

Enclosure in No. 39.

That this meeting of the Incorporated Society of Inspectors of Weights and Measures, held in the Council Chamber of the London County Council, on the 13th July 1894, Sir Albert K. Rollit, M.P., presiding, is of opinion that the time has arrived for the early introduction into this country of the decimal system, and that it calls upon the Govern- ment to take the necessary steps for its discussion at the forthcoming Inter-Colonial Conference at Ottawa.

Proposed by Thomas Kyle, of Aylesbury, Chairman of the Society.

I have, &c. (Signed)

H. ELLIS,

Secretary.

Enclosure in No. 38.

At a Meeting of the Council of the Chamber of Commerce of Dewsbury, in the West Riding of the County of York, held on the 13th day of June 1894, it was resolved unanimously-

That, in the opinion of this Chamber, it is very desirable that at the approaching Inter-Imperial Conference at Ottawa, Her Majesty's Government should intimate to the representatives of the Colonies that the time has come for a re-consideration of the present arrangements for the maritime defence of the empire; and that such re-consideration should be directed towards an equitable apportionment of the burdens of naval expenditure among all the self-governing countries of the Empire, and a corresponding representative participation by all those countries in the control of the Imperial Navy.

That such an intimation on the part of Her Majesty's Government should be accom. panied by a clear and full statement as to the existing apportionment of the expenses of the navy, together with the expression of the conviction that the Colonies should recognize that their duty and their interest alike call for their entrance, at the present stage of their development, into the full responsibilities of membership of the British Empire.

That, if this subject cannot, for any reason, be fully discussed at the forthcoming Conference this Chamber hope that Her Majesty's Government will take steps to secure an adjournment, or the summoning of a new conference at an early date, when the whole question can be adequately treated.

SIR,

No. 40.
