Minutes of Preliminary Meeting.
The Committee held a preliminary meeting at the Colonial Office, on Wednesday, the 18th of November, 1919, at 3 p.m., for the purpose of considering their future procedure.
All the members were present except Major-General Sir W. B. Leishman. They decided that the day of meeting should be Mondays, at 3 o'clock, and that the meetings should last for two hours on each occasion unless special circumstances arose. They agreed that no meeting should be held on the 29th of December.
The Committee considered the names of possible witnesses who should be invited to give evidence before them. They were generally of the opinion that it would not be necessary to take a large amount of evidence from West Africa, because they were sufficiently familiar with the conditions of service there already. They agreed that the British Medical Association should be invited to send a memorandum which could be considered before they were asked to send representatives to give oral evidence before a meeting of the Committee.
Dr. G. B. Mason and Dr. Drake-Brockman had intimated to members of the Committee that they would like to give evidence, and the Committee considered that they should be invited to put in writing any points they wished to bring forward.

Dr. Currie of the West African Medical Staff and Dr. Langley Hunt of Ceylon (now Jamaica) were also agreed to as possible witnesses, and also Dr. Carpenter, Medical Officer in the East Africa Protectorate. The Secretary was instructed to prepare a table of salaries and conditions of service in the various Colonies.
The Committee agreed that Dr. J. A. Pickela, Principal Medical Officer, Gold Coast, should be invited to attend on Monday, the 17th of November, as the first witness.

The first regular meeting of the Committee was held at the Colonial Office on the 17th of November at 3 p.m.
All members were present except Sir W. B. Leishman, who was absent through ill health.
The minutes of the previous meeting were confirmed.
Sir J. Fowler said that he had seen Sir W. B. Leishman in hospital and he was anxious to know whether it was desired that he should vacate his position on the Committee owing to ill health. The Secretary was instructed to reassure him on this point.
