THE Chairman announced that Mr. C. W. Dixon had been appointed to the Official side of the Council in place of Mr. H. F. Downie; and that Mr. F. R. Stapley had been elected as representative of the Temporary Clerks' Association in the place of Mr. D. Callaghan.

The Chairman also announced that a letter had been received from the National Council agreeing to the amendment of the constitution of the Departmental Council to provide for Office Committees.

The Council considered the report of the Committee appointed to discuss the official scheme for the organization and staffing of the Colonial Office.

The Vice-Chairman said that his Association had instructed him to enter a protest against the fact that nothing had been communicated to the Council in regard to the reorganization of the Administrative Establishment of the Office. The Chairman said that Administrative Establishment was common knowledge; that the Staff side had repeatedly been asked to put forward suggestions in connexion with it; and that now again he invited them to put forward any practical sugges- tions that they had to offer. The Vice-Chairman stated that it was idle to suggest that the staff were in the same position as if they had been allowed to discuss a provisional scheme, and declined to make any representations on a matter which had already been settled.

Mr. Johnson said that Administrative staffs were regarded as being outside Whitleyism. The Administrative staffs of other departments had been settled with- out reference to their respective Whitley Councils. In this respect the Colonial Office had not been treated any differently from other offices, although, as a matter of convenience, it was desirable that the Whitley Councils should be notified of the details of the schemes approved in the case of the Administrative Establishments in order to facilitate discussion of the proposals for organizing the remaining grades.

In the course of the discussion, Mr. Johnson also said that the duties of officers on the Administrative Establishment and those provided for in paragraph 51 of the Report of the National Joint Committee were interchangeable; but that this did not apply to appointments on the scale £400-£500 a year made otherwise than under paragraph 51.

The Council proceeded to discuss the proposals for the future staffing of the Accounts Department. The Vice-Chairman asked whether the Official side had consulted the head of the department in question in preparing the official scheme. The Chairman refused to disclose the steps which had been taken in drawing it up. The Vice-Chairman contended that the Report of the Joint Committee pointed to such work as was done in the Accounts Department being performed by a higher type of officer than that provided for under the scheme. After considerable discus- sion, in the course of which the Treasury representatives stated that the standard applied in the case of the Accounts Department in the Colonial Office was the same as that applied to similar departments in other offices, and that the establishments of all offices which had been reorganized would be subject to revision not later than three years hence, the Council adjourned to enable the Official side to confer on the

matter.

Upon resuming, the Chairman announced that the authorities considered that no sufficient reasons had been adduced for amending the Establishment proposed for the Accounts Department, and were unable to agree to the alterations suggested by the Staff side.

Mr. Westbrook raised the question of a transitional scheme for Senior Staff Clerks. The Chairman said he thought the Council would not be in order in discussing posts exceeding £500 a year. Mr. Westbrook said he wished to place on record, on behalf of the Staff Clerks, a protest against such a limitation and against the settlement of the Office scheme without due provision for improvement by assimilation terms or otherwise for Staff Clerks. It was agreed that the question should be brought before the Council by formal resolution.

The Chairman expressed the thanks of the Council to the Treasury representa- tives for attending the meeting.

In reply to an inquiry by Miss Atkins as to whether the reorganization of the Typing Department would be dealt with by the Council, the Chairman said that he thought it would, and that a Treasury representative had already visited the Office in connexion with the matter.

THE Minutes of the Annual Meeting held on the 29th October and the 14th December, 1920,* were confirmed. Mr. Wiseman, on behalf of the 1st Division Clerks' Association, desired to record an objection to the statement attributed to Mr. Johnson, of the Treasury, in the fifth paragraph of the minutes of the meeting on the 14th December, 1920, that the Administrative Staffs were regarded as being outside Whitleyism.

2. The Council was informed of the nomination of Mr. Grindle as Chairman, Mr. Scoffham as Vice-Chairman, Mr. Allen as Official Secretary, and Mr. Emmens as Staff Secretary.

3. On the motion of the Vice-Chairman, seconded by Mr. Fiddian, the Council agreed to the reappointment of Grade Committees to deal with matters relating to

1st Division Clerks, 2nd Division Clerks, Clerical Officers, Temporary Clerks, Messengers.
