7. On the motion of Mr. Fiddian, seconded by Mr. Eggett, the Council agreed: "(a) That a Committee be appointed to consider and report upon all suggestions that may be made from time to time for improving the system whereby papers are registered, circulated, stored, or destroyed in the Colonial Office."
(b) That the members of such Committee should be chosen partly from the
Council and partly from other members of the staff.
(c) That the Committee be empowered to add to its members from time to
time, for the consideration of special points or questions. On the motion of Mr. Fiddian, seconded by the Vice-Chairman, the following were nominated to be members of the Committee:-

Mr. Scoffham.

to 1.0 p.m. on Saturday, in lieu of the present hours, provided that adequate arrange- ments are made for carrying on the work after 1.0 p m."

8. On the motion of Mr. Fiddian, seconded by Mr. Downie, the Council agreed that the existing Refreshment Committee should be reconstituted as a Committee of the Council.
On the motion of Mr. Fiddian, seconded by the Vice-Chairman, the following were nominated to be members of the Committee, with power to add to their numbers:-
Mr. Grange.
Miss Atkins.
Mr. J. F. N. Green.
Mr. Fiddian.
Mr. Boyse.
Mr. Farmer.
Mr. May (to act also as Secretary).
On the suggestion of Mr. Pughe, the Council agreed that the Committee should consider the desirability of adding one or more women clerks to their number.
9. On the motion of Mr. Wiseman, seconded by Miss Atkins, the Council agreed to recommend that the Office be closed on the 28th December in each year, on the understanding that the arrangement is liable to be rescinded in case of necessity.
10. The Vice-Chairman proposed, and Mr. Wiseman seconded, the following resolution :-
"That it is desirable that publicity should be given in the Department to the occurrence of vacancies in the existing establishment, the creation of new posts or the grant of additional allowances." After discussion the question was adjourned.
In the course of the discussion it was suggested that it would be convenient if an official bulletin were circulated periodically, in which office orders and any notices of this character might be published. The Chairman expressed the opinion that the matter deserved consideration.
11. On the motion of Mr. Pughe, seconded by the Vice-Chairman, the Council discussed the question of the communication to officers concerned of reports on their conduct or efficiency likely to affect their position or prospects in the Depart- ment. No definite motion was placed before the Council, but the Chairman stated that the office authorities would be prepared to act in accordance with the spirit of the suggestion.
12. It was proposed by Mr. Pughe, and seconded by Miss Atkins, "That it is desirable that a definite hour should be fixed after which the Office should be regarded as closed."
The Council agreed in principle that such an arrangement should be applied to certain sections of the Department, subject to arrangements being made for the performance of urgent work. The matter was then adjourned for consideration of the steps to be taken to give effect to this decision.
13. On the motion of Mr. Thompson, seconded by Mr. Clipsham, the Council agreed: "That it should be open to members of the staff to attend from 9.30 a.m.

1. THE minutes of the first meeting of the Council, held on the 11th Decem-
ber 1919,* were confirmed.
In reply to an inquiry by Mr. Pughe as to what steps, if any, had been taken with respect to paragraph 11 of the minutes of the meeting on the 11th December, 1919, the Chairman stated that instructions in the sense of the resolution had been circulated to all members of the office likely to be concerned.
2. The Chairman read a letter from the National Council for the Administra- tive and Legal Departments of the Civil Service approving the draft Constitution † for the Colonial Office Departmental Council, subject to (1) the substitution in clause 14 (iii) of the words "in so far as these matters are peculiar to the Staff of the Department," for "in so far as they have special application to the Depart- ment '; (2) in place of clause 21, the substitution of clause 21 of the model Constitu- tion, verbatim; (3) the omission of the words " or at a special" in clause 25. The letter also pointed out that the assent of the National Council must be obtained before the Constitution as now approved is substantially amended.
3. Mr. Pughe notified the Council that in consequence of the promotion of Mr. H. W. Thompson, Mr. F. Kennedy had been appointed to succeed him as repre- sentative of the Assistant Clerks' Association on the Council.
4. Mr. Kennedy announced that, on the promotion of Messrs. E. J. Cleall and H. W. Thompson, their places on the Assistant Clerks' Grade Committee, had been taken by Messrs. W. G. Head and M. A. Greenhill, and Mr. D. Callaghan reported his appointment to the Temporary Clerks' Grade Committee in consequence of the resignation of Mrs. Haylett.
5. (a) On the motion of Mr. Pughe, seconded by Mr. Fiddian, the Council agreed to the appointment of Mr. Kennedy to be an additional member of the Staffing and Organization Committee, and to the appointment of Mr. H. W. Thompson as Assistant Secretary to the Committee.
