(25) The Constitution of the Council may be amended only at an Annual Meeting. Notice of amendment of the Constitution must be given and circulated to the members of the Council at least seven days before the meeting.

MINUTES OF THE FIRST MEETING OF THE COUNCIL, HELD ON THURSDAY, THE 11TH DECEMBER, 1919, at 3.0 P.M.

1. THE Report of the Special Meeting* of the Joint Conference, held on the 20th November, was confirmed.

2. The Council was informed of the nomination of Mr. Grindle as Chairman, Mr. Scoffham as Vice-Chairman, Mr. Allen as Official Secretary, and Mr. Emmens as Staff Secretary.

3. On the motion of the Vice-Chairman, seconded by Mr. Fiddian, the Council adopted the following standing Order :-

"As soon as possible after each meeting the Secretaries shall prepare and submit to the Chairman and Vice-Chairman a statement of the decisions arrived at. The statement shall then be circulated to the members, and, if agreed to, shall be signed by the Chairman and Vice-Chairman and be published in the Department."

4. On the motion of Mr. Reid, seconded by Mr. Fiddian, the Council agreed to the appointment of a Grade Committee to deal with matters peculiar to the temporary clerical staff. The following were nominated to be members of the Committee:-

Mr. Fiddian, Mr. Williams, Mr. Wilkinson,

Mrs. Haylett, Miss Curtis,

Mr. Reid,

Official representatives.

Representatives of the Grade.

On the suggestion of the Vice-Chairman, the Council agreed that in the case of all Grade Committees the Chairman should be nominated by the Official representatives.

5. On the motion of Mr. Thompson, seconded by Mr. Eggett, the Council agreed to the appointment of a Grade Committee to deal with matters peculiar to Assistant Clerks of the Colonial Office. The following were nominated to be members of the Committee :-

Representatives of the Grade.

On the motion of the Vice-Chairman, seconded by Mr. Harper, the Council agreed to the appointment of a Special Committee to consider the future staffing and organization of the Department, with instructions to submit a report at an early date.

After discussion of a draft submitted by the Vice-Chairman and an amend- ment proposed by Mr. Wiseman, the Council agreed upon the following terms of reference

"To consider and make recommendations upon the following questions with regard to the staffing and organization of the Colonial Office-

"(1) The best method of providing an adequate staff for the administrative and clerical work of the Department, having regard to the relation between the numbers on the staff and the volume of the work, (a) before, (b) after, the War, and the allocation of the work as between the various grades of the public service.

"(2) The general principles to be adopted as governing the recruitment and training of the staff of the Department, in so far as they are peculiar to the Colonial Office.

"(8) The opportunities of advancement open to the several grades employe

in the Colonial Office, and the possibility of laying down any principles applicable to the special circumstances of this Department as regards the filling of vacancies in a higher grade by promotion from a lower grade."

On the motion of the Vice-Chairman, seconded by Mr. Fiddian, the following were nominated to be members of the Committee:-

Mr. Fiddian.

Mr. Scoffham.

Mr. Wiseman

Mr. Westbrook.

Mr. Eggett.

Mr. Pughe.

Mr. Thompson.

With Mr. Allen as Secretary (not a member).

In the course of the discussion, Mr. Wiseman communicated to the Council

the following recommendation passed by the Colonial Office Branch of the Associa- tion of 1st Division Civil Servants :—

"The restoration of the number of permanent officers in each depart ment of the Colonial Office at least to its pre-War figure, without prejudice to the question of increase of establishment, on account of a permanent addition to work."
