THE Sub-Committee beg to report the following action taken :-
S.V. "Bellas."--This vessel is now on yoyage from South Africa to this country with a cargo of maize or maize meal.
Application was made for this vessel to undertake a further sleeper voyage between Western Australia and South Africa, but the proposal did not materialize as the applicants, who were intending to carry cargo for private account and not for the use of the Government of the Union of South Africa, were not willing to pay the market rate of freight.

"Clevedon."—Arrangements have been completed for the termina- tion at Callao of the wheat voyage, this course being considered preferable to the alternative of reloading the wheat, part of which was damaged, for conveyance The terms to this country so soon as the vessel should again be ready for sea. arranged with the Royal Commission on Wheat Supplies provide, inter alia, for freight at the rate of 90s. per ton (the rate in the charter-party for the voyage to the United Kingdom) upon the out-turn at Callao, and for half-freight upon the difference in the event of the out-turn being less than the quantity entered in the bill of lading, less an allowance of £1,500. The Commission were urged to agree to a smaller sum than £1,500, but represented that with this allowance they anticipated a loss on the transaction as a whole. The cargo has been fully dis- charged, and the repairs to the vessel are being put in hand. In this latter con- nexion an estimate for £7,500 was accepted, but the contractor has since intimated that the figure must be increased to £9,000, and as even this figure is very favour- able as compared with other tenders it will presumably have to be accepted. The repairs are expected to occupy fifty working days, and the Committee of Lloyd's Register of Shipping have been asked to request their surveyor to keep the expendi- ture as low as possible consistent with the vessel retaining her present class.
As a result of arbitration, the claim of the Santos Improvements Company, Limited, in connexion with the salvage of this vessel in September, 1917, has been Of the award of £700 the sum of £250 has settled at the sum of £700 and costs. been adjudged to be payable by the ship.

Svithiod." This vessel has arrived at Barrow-in-Furness. Inquiry of the Transport Department showed that the Department did not wish to take over the vessel, and the question of her sale was then entertained. His Majesty's Procurator-General, however, expressed the view that, pending a decision of the appeal against the order for condemnation, this vessel should be employed rather than sold, unless the claimants were given the first option of buying at an appraised value. It has been ascertained that the appeal is not likely to come before the Privy Council earlier than February next, and, in all the circumstances, it has been decided to fix the vessel for a further voyage.
5. Steamships ‘Apolda" and "Birkenfels."-The Commonwealth Govern- ment have remitted the sum of £20,483 19s. 1d. expended by the Committee in

connexion with the forwarding of these vessels from South Africa to Australia with their original cargoes, being £11,645 15s. 7d. in respect of the "Apolda," and £8,838 3s. 6d. in respect of the "Birkenfels."
The Federal Steam Navigation Company have reported that the "Apolda" was handed over to the Government of the Union of South Africa on the 28th July. 6. Steamships “Neumunster" and "Thuringen."--A communication from the Colonial Office shows that the Government of the Commonwealth of Australia
are being afforded an opportunity of purchasing these vessels outright.

the settlement of the claims mentioned in paragraph 8 of the Sub-Committee Report dated the 31st March last, relating to expenditure by the Government of Sierra Leone in respect of certain members of the crew of this vessel.
The insurance companies have admitted the claim that the Committee are entitled to a special adjustment of the fire insurance premium upon the cargo of this vessel in resepet of the period between the 25th May, 1917, and the 31st August, 1917, having regard to the fact that the ascertained value of the cargo on board the ship during such period proved to be in excess of £250,000.

"Suecia."-The Treasury have transferred to the Committee a sum of £21 78., realized by the sale of certain German coins taken from a passenger in this vessel. The coins were proceeded against in the Prize Court at Halifax, Nova Scotia, and, upon condemnation, were forwarded to this country for disposal. The Admiralty have agreed to the steam trawler "Pickle" (ez "Sturm- vogel ") being taken over by the Union Government instead of the "Afrikander (ex "Bismarck").

10. Coffee ex motor schooner "Twee Ambt," and paper ex s.s. "San Francisco." After consultation with the Admiralty Marshal, it has been arranged with the insurance companies that these cargoes shall be regarded as within the Committee's fire insurance cover, instead of the Admiralty Marshal's cover, while lying in this country awaiting sale. A saving in premium results from this arrangement, whereby the period of risk in Sierra Leone and the period of risk in this country are added together and assessed as one continuous risk.
11. Insurance of cargoes adjudicated at Sydney, New South Wales, and Brisbane. The insurance companies have been approached in regard to several cases where cargoes within the scope of the fire insurance cover have not in fact been treated as within the cover, and have agreed to waive their possible claim to premium in these particular cases without insisting upon full investigation.
12. Finances.-The monthly statements furnished by the Accountant show a balance of £2,044,092 0s. 6d. on the 30th April, £2,061,249 12s. 7d. on the 31st May, £2,071,955 12s. 8d. on the 30th June, £2,073.596 19s. 4d. on the 31st July, and £2,109,424 1s. 2d. on the 31st August last.
