THE ONE Hundred and SIXTY-FIRST MEETING of the Committee was held at the Colonial Office on Tuesday, the 7th January, 1919, at 4.45 p.m.
The following members were present:-

1. The minutes of the One Hundred and Sixtieth Meeting, and the report of the Sub-Committee for the quarter ended the 31st December, were confirmed.
2. Tenth Interim Report (relating to general questions).—The draft of this report was further amended and finally approved for submission to the Treasury.
Mr. J. H. Craig, of the Treasury, attended the first part of the discussion for the purpose of obtaining supplementary information as to the reasons underlying one or two passages in the report.
3. Future business.-The Committee reviewed the arrangement decided upon at the One Hundred and Forty-fifth Meeting, in connexion with the disposal of matters which did not appear to require the attention of the full Committee, and it was resolved that such matters should, so far as possible, continue to be dealt with by a Sub-Committee consisting of Mr. Holt and Mr. Tennyson, aided by the Secretary, it being understood that Mr. Holt should be empowered to decide on his own responsibility matters directly connected with the management of ships, whilst Mr. Tennyson might assume a like authority in respect of matters pertaining to the scheme for the insurance of prize cargoes whilst in port. As heretofore, the Sub-Committee were to refer matters to the Chairman or other members of the Committee whenever this seemed desirable.
The Committee proceeded to discuss the question of the date upon which they might finally dissolve, since at the present time there seemed every indication that business connected with some of their operations would continue for a considerable time. The Committee were of opinion that it was unnecessary for them to remain in being to dispose of all such matters, and it was decided that a final report should he submitted to the Treasury as soon as possible after the conclusion of the Treaty of Peace, giving a sketch of the Committee's activities up to date and of the present position of matters dealt with by them, and that the report should include a recommendation that the Committee should then be dissolved and other arrange ments made for the winding up of the matters within the Committee's sphere of activity which were then outstanding or might arise in the future. It was also decided that the preparation of the final report should be taken in hand at an early date, in order that, so far as possible, only points of detail would remain to be settled whenever an opportune moment for presenting the report should occur 4. Further volume of Minutes, etc.-It was decided that the minutes of the meetings held during the years 1917 and 1918, together with the reports which had been issued during such time and other appropriate papers, should be made up in volume form, and the Secretary was instructed to take the necessary steps accordingly.
