2. Mr. Mair does not give any evidence of any great anxiety on the part of the people, and I am asking him to obtain this if possible, and to marshal his facts more in the form of evidence. It may not be possible to obtain evidence of any value. The people had little experience of German administration, as the area in question was practically unadministered, so far as my knowledge goes, until just before the outbreak of hostilities, when an officer was posted to Mayo Kalei.
3. That the people do not desire to revert from British administration is, I think, shown by the fact that, as reported in my telegram C. 1 of the 13th of January, when a rumour of the withdrawal of the British was spread during Mr. Mair's temporary absence, large numbers of people began to cross into this province, but concrete evidence of any value is another matter.
