(some 60-70,000 tons of seed a year) as much less flying will be done; but castor oil is so superior to mineral oils as a lubricant for internal combustion engines that motorists in future will probably use more of this oil than hitherto.
As the cake is of no value as food for animals and is used only for manure, it will not be desirable while a shipping shortage exists to bring to the United Kingdom for crushing more than is required to produce the necessary oil. This may be put at about 50,000 tons of seed producing about 21,000 tons of oil.
Linseed oil for paint, varnish, and linoleum may be put at not less than 70,000 tons annually.
Palm oil. British West Africa produced for export before the War between 85,000 and 90,000 tons a year of which all except about 6,000 tons came from Nigeria. About 75,000 tons of this used to come to the United Kingdom together with 4-3,000 tons from French West Africa. Of this 80,000 tens of palm oil imported into the United Kingdom, about 47,000 tona were re-exported, so that consumption in the United Kingdom was only about 33,000 tone a year. But during the War, soap and candle makers in the United Kingdom have had to rely a good deal more on palm oil. In 1917 they used nearly 60,000 tons and they are expected to use about 55,000 tons in 1918.
The requirements of the soap and candle makers have been allowed for in para- graph 13 for tiuplate manufacture and other technical purposes, such as axle grease, 10,000 tons should be ample.
As regards other oils, the following amounts should suffice:-

• Plus at least 32,000 tons of soap stock.
India exports considerable quantities of oil-cake, the average for the five years endled 1916-17 being, about 150,000 tons. Of this about 56,000 tons went to the United Kingdom and more to Ceylon. Japan is a large purchaser and Germany used to buy freely.
17. The amounts of oils mentioned in paragraph 15 as wanted for United Kingdom requirements will necessitate the importation of the amounts of oilseeds mentioned below:-
Castor Oil-About 50,000 tons.
Coconut and Palm-kernel Oils.--If 250,000 tons of palm kernels are imported and produce 110,000 tons of oil, then 254,000 less 110,000, or 144,000 tons of coconut oil, will be wanted. Of this 60,000 tons might be imported as oil, the balance being provided by the importation of 131,000 tons of copra. Cotton-seed and Ground-nut Oils.—197,000 tons of cotton-seed oil or ground-nut oil would require either 1,094,000 tons of cotton-seed alone, or 563,000 tons of ground-nuts alone (say half in shell and half shelled) Assuming that 600,000 tons of cotton-seed are imported, producing 108,000 tons of oil, there would be required 89,000 tons of ground-nut oil, or 254,000 tons of ground-nuts.
But we may not need to import these quantities of seed, as probably the United States of America will be able to supply us with a considerable quantity of cotton-seed oil and France with some ground-nut oil. If our imports of cotton-seed oil are put at 20,000 tons and our imports of ground-nut oil at 5,000 tons, the quantities of cotton- seed and ground-nuts needed to be imported will be (say) :-

Linseed Oil-105,000 tons of linseed oil will require about 315,000 tons of linseed. Rape Oil.-12,000 tons of rape oil will require 36,000 tons of rape-seed. Sesame Oil.-4,000 tons of sesame oil will require 10,000 tons of sesame seed. Soya Oil.-11,000 tons of soya il will require about 91,000 tons of soya beans.
16. Requirements of oil cake have still to be considered. Before the War, in spite of the very large quantities of linseed and cotton-seed crushed in the United Kingdom
