Government House, 5th September, 1917. IN reply to your Confidential despatch of the 11th of July, respecting the procedure of the Liquidating Committee in connection with the properties of Š. E. Jacobsen, Schjolseth & Holler, and Mrs. J. A. Scheerer, I have the honour to forward, for your information, the enclosed copy of a minute by the Chairman of the Liquidating Committee, furnishing the explanation requested in regard to the points to which have drawn attention in the second paragraph of your despatch,

WITH reference to paragraph 2 of the Secretary of State's Confidential despatch of the 11th July last, I beg to report that there has been no change of policy regarding the sale of enemy properties.

2. As regards paragraph 4 of my minute of the 18th of April, which has led to the inference that there has been a change of attitude, I beg to explain that Messrs. In conformity therefore with the policy indicated in paragraph 12 of the Secretary of State's Confidential despatch of 25th July, 1916, the Liquidating Committee decided to sell this property, and they succeeded in doing

so only in August last.

3. With respect to Mrs. J. A. Scheerer's house properties, at a meeting of the Committee, held on the 28th March, subsequent to the receipt of the Secretary of State's telegram of the 96th March, 1917, on the assumption that all enemy properties were to be sold, it was decided to sell these house properties, but on the receipt of the Secretary of State's despatch of the 27th March, 1917, received here on 30th April, that decision was reversed. Accordingly the properties in question have not been sold and were never advertised for sale.

4. I have not made a report for the quarter ended 30th June in consequence

of the pressing work of the Assessment Committee in connection with the war contri- bution tax, but I shall make one for the six months ending 30th instant.
