3. The question of legislation to enable the banks to make advances to planters on the security of the crop has been considered by the Attorney-General and Solicitor-General in consultation with the local managers of the two banks and Mr. Hewitt, Joint General Manager of the Colonial Bank, who happens to be paying a visit to the Colony. An agreement has been arrived at as to what is required, and the Attorney-General is engaged in drafting a Bill to make the necessary amendments in the law. A copy of the Bill will be transmitted to you as soon as it is ready.

I HAVE the honour to acknowledge the receipt of your Confidential despatch of the 8th December, 1918,* relative to the liquidation of enemy firms in Trinidad. 2. In view of the reasons stated in paragraph 2 of your despatch, I approve your recommendation that the cocoa estates of Mr. F. W. Meyer should be excluded from the general sale of enemy estates in the Colony, and that for the present the Meyer family should be allowed to remain in possession.

I HAVE the honour to inform you that I gather from your telegram of the 4th December,t and from the subsequent correspondence relative to the sale of the business of Mesars. Wessels & Nephew, that it is not at present the intention to wind up any of the firms referred to in your Confidential despatch of the 20th Mayt and the connected correspondence.
2. Although the procedure proposed in paragraph 3 of the above-mentioned despatch with regard to the sale of the furniture belonging to the Hamburg-America Company was not specifically approved in my predecessor's Confidential despatch of the 10th August, I have no doubt that paragraph 6 of that despatch was intended to convey his approval of the procedure in question, and I presume that steps will be taken for the disposal of the furniture accordingly, if it has not already been sold.

Government House, 13th January, 1917. I HAVE the honour to acknowledge the receipt of Mr. Bonar Law's Confiden- tial despatch of the 7th of December last,* asking for certain particulars regarding cocoa properties in Trinidad belonging to enemy subjects.
2. I enclose a copy of a report by the Honourable C. de Verteuil, giving the particulars required concerning the estates of Messrs. Neubauer and Huttenheim. Particulars concerning the estates of the Trinidad Properties, Limited, have not yet been collected, but will be forwarded to you as soon as they are received. A the cocoa properties of Messrs. Max Reimer and P. F. Collignon have been sold it is no longer necessary to furnish information concerning them.
3. I take this opportunity of enclosing also a statement by the Chairman of the Liquidating Committee showing the upset prices fixed by the Liquidating Committee on the cocoa estates of Messrs. Nenbauer and Huttenheim.

IN answer to yours of the 9th instant. No. 1331 L.C., I beg to enclose state- ments giving particulars of the cocoa properties belonging to Messrs. Neubauer.
2. The total acreage given is correct; the number of trees as near as I could get at them; the age of the trees approximate; the average yield per acre for the Last three years I have given as near as I can It is practically impossible to give the exact acreage in cultivation unless surveyed. The yields are very disappointing and compare very unfavourably with, say, Grenada. The total acreage given as cultivated" supposes that all the cocoa is full bearing, but this is not correct, as there are a great number of young trees, supplies that are put in every year, and do not come into bearing for some years. I would estimate this at from seven-and- a-half to ten per cent.

3. In all cases labour, though to be had, is not reliable. The labourers are housed and no rent is charged.
4. I have not included "Coryal" in this statement, as the property has been
out of my charge since 1st July, 1915.
5. The crops as given are from the 1st October of each year to the 30th September of the following.
6. With reference to the "Las Almas" estate, I beg to draw your attention
to the large acreage under contracts on the two properties named ard “La Fortune," Moruga.
