Secretary of State for the Colonies to request that the attention of your Committee may be drawn to the enclosed extract from a report which has been received from the Governor of Ceylon regarding the liquidation of Messrs. Freudenberg & Com- pany. A copy of the Ordinance mentioned in this paragraph is also enclosed, and attention is requested to Section 4 thereof.
2. Your Committee will doubtless consider, in due course, whether the sums standing to the credit of the Norddeutscher Lloyd and the Deutsches Kohlen Depôt in Mesara. Freudenberg's books should not (in addition to the methods of application suggested by the extract) be utilized to supplement the assets of these firms in the United Kingdom and Egypt respectively, and, if so, what order of priority should be established between this latter purpose and those mentioned in the extract.

I AM directed by Mr. Secretary Long to transmit to you, to be laid before the Board of Trade, the accompanying copy of a telegram* from the Governor of the Straits Settlements, in which he proposes to order the dissolution of the Medical Hall, Limited, and to say that this Company would appear to be registered in the Straits Settlements.
2. I am to inquire whether the Board see any objection in principle to the Governor's proposal to order the dissolution of the Company.

Downing Street, 16th May, 1917. I HAVE the honour to acknowledge the receipt of your Confidential despatch of the 31st March, and to inform you that I agree generally in the measures which you propose to take to settle outstanding matters with regard to enemy property in Ceylon, including that of Messrs. Freudenberg.
2. I approve of your granting an extension of time, if necessary, up to the 31st October, 1917, for the settlement of the pending debts of Mrs. Mary de Silva and Mr. Philip de Silva to Mesars. Freudenberg & Company, provided that, in the event of the extension being granted, the liquidation of the latter firm is declared complete, under Section 30 of Ordinance No. 20 of 1916, subject to the settlement of these debts, as soon as such a declaration can be made.
3. As regards the sums standing in Messrs. Freudenberg's books to the credit of the Norddeutscher Lloyd and the Deutsches Kohlen Depot, I enclose, for your information, a copy of a letter, § which has been addressed to the Enemy Debts Committee of the Board of Trade.

Board of Trade, 24th May, 1917. I AM directed by the Board of Trade to refer to your letter of the 21st Mayt transmitting a copy of a telegram from the Governor of the Straits Settlements, and in reply I am to say that the Board do not see any objection to the Governor's proposal to order the dissolution of the Medical Hall, Limited, assuming that there are no assets of the Company outside the Straits Settlements, all the assets in the Straits Settlements have been realized, so that it will not be necessary to take pro- ceedings in the name of the Company after the War to enforce any outstanding claims, and that the surplus has been allocated to the persons who may be eventually entitled to the money as creditors or shareholders.
